Scooter Lerner, Mardi Turner, Stephen Damiani and Nina Pilson Staff: Susan White VISITORS A lida D r ew es I. Call to Order : T he mee ting was called to order at 6:3 2 pm by Tracy Larson . II. Approval of February 7, 2018 Meeting Minutes : Motion to approve the m in utes was made Tracy Larson with a second from Nina Pilson . Motion passed unanimously. III. Citizen Comments : Comments by Alida Drewes. Feels that theft, aggravated assault and high crime has residents on edge. Assault issues are real problem and she has seen a lot it. West end of Colonial Park has a fence up and it feels like a cell, not open and inviting like a park should be. IV. Council Update: Councilmember Mardi had no updates V. Parks Inventory: Susan will share a full review of park utiliza tion data once she receives more information from A&M report. VI. Staff Update: Susan White 1. JEH Park: City Mana g er and Susan have finalized documents with the architects at the end of this wee k and are sending it to permit department to make sure all looks good except for variance issue. Bids should be back by mid April and by May we should have an idea of final choices. Final construction estimate is right at $499K (except for variance of mason ry vs fence and porch structure), and does not include design expenses, demolition, testing fees, etc. When we present the true cost we present both options to council. Timing is as follows: end of March/April, published in paper, get bids by April and in May mtg will have exact costs. May 9 th Friends mtg is where we will ask for money needed and present all of it to City Council by 5/14. Work will begin in summer and be done in the Fall. 2. Committee Meetings: Program Planning subcommittee : Mailed bids for Colonial Park pool concessionaire to 27 businesses and followed up with a call to make sure received. Heard back from Firehouse subs, Jamie Fine Foods, and Princes. Bids are due by 3/20. It is a 1 year contract with option for 2 years and up to a minimum of $2000. Colonial Park pool opens 5/5. Recycling/Solid Waste subcommittee : Orville Marlowe the Recycling and SW Chair working on streamlining the trash and recycling pick up at Tri Sports and across all parks. Susan will be mtg with him i n the next month or so and update everyone. 3. Misc Updates (Tennis, and Field Use Policies) Sent some mailers out to get feedback and
Parks and Recreation Board Minutes page 2 adapting to new software – new policy will be that a household may reserve any court, for any length of time, but no mor e than 2 hours in a single reservation for a total of 3.5 in 72hr timeframe. Verifying stat software parameters will allow for this tracking.. New policy will be to have proof you have reservation. New dividers are made of net and are 4 ft high. Also the t ennis courts will need to be resurfaced soon. Field use policy needs to have signage on field of who is allowed to use, right now there is no signage. Mardi mentioned the need to clarify what” pick up” games means. VII. Friends Updates: Friends Board Chair, M ark Prescott : Park Lovers Ball netted 202K of 400K that was raised at the Ball. VIII. Park Ambassador Reports and Advisory Remarks : Park Ambassador update s: Stephen Damiani liked the new swim hours but finding lifeguards still proving to be hard . The Easter festival will be 3/24 from 9 – 11a.m. IX. Adjournment: Meeting adjourned at 7:1 1 pm
