Scooter Lerner, Mark Prescott, Mardi Turner, and Nina Pilson Staff: Susan White VISITORS Alida Drewes and Christi Malloy I. Call to Order : T he meeting was called to order at 6:32 pm by Chair Peter Billipp. II. Approval of January 10, 2018 Meeting Minutes : Motion to approve the minutes was made by Nina Pilson with a second from Peter Billipp. Motion passed unanimously. III. Citizen Comments : Comments by Alida Drewes. Wanted to edit minutes from last month’s meeting as she fe els that the mayor did not express the will of the people in her the latest Hughes Park plan. She feels crime in WEST U is going up, and not enough patrols on the street. Police here are abusing seniors and not allowing them access the gym. Friends Park is underutilized as is the West end of Colonial Park. IV. Council Update: Councilmember Mardi Turner addressed the ongoing inventory process and that we can come back to the board in March/April to discuss these issues. Turner also re -emphasized the need to cla rify recycling stream between Swim Team and Tri -Sports and to see if we can have consistency between all parks (trash and recycling). Lastly Turner discussed the process by which City of West University can acquire new properties for future city use. Turne r reminded everyone that the city is not able to spend more than appraised value and inquired if Friends of West U can make up the difference. Chris Peifer (WU City Manager) is allowed to offer $10K to allow us the first right of refusal. Discussion betwee n board members continued re: ability to finance land and have a letter of credit (Lerner) with a local bank or create a forum by which WU residents can help outbid other buyers if made aware of purchaser prior (Billipp). Turner stated that she rarely know s ahead of time if a property is going for sale and gets enough time to call at City Council meeting to discuss purchase. V. Staff Update: Susan White 1. JEH Park: City Manager and White have met with the architects and the estimated construction costs are currently 513K. This includes furnishings and construction from the ground up, but does not include design fees (initial concept phase w/ task force meetings and town hall meetings, design development, demolition and tree work, construction documents, bid and construction administration. The two items still in question will be a cedar fence (estimated 24K cost) vs masonry fence (estimated 51K cost) and the covering
Parks and Recreation Board Minutes page 2 on column part of park entrance to allow shade. We expect the bids to come in mid to la te April and by 5/9 this will come to Friends Board and 5/14, to the City Council for approval of the actual bids and the Friends' expenditure over 50K. Prescott wanted clarity of procedure if Friends Board can only give a certain amount of money. Presc ott, Billipp, Turner and White to discuss more after the meeting. 2. Committee Meetings: These initial committee meetings have been scheduled and will begin meeting and report back shortly. 3. Misc Updates (Tennis, and Field Use Policies) Tennis feedbac k was received and that committee is meeting next week and will incorporate policies. As a reminder, there was no Field Use policy in place so we need guidelines and will bring those to next mtg for discussion. VI. Friends Updates: Friends Board Chair, Mark P rescott : Park Lovers Ball is this Saturday 2/10 and all on schedule with auction items, decorations and ticket sales. The planning committee had everything control and all tables are sold out. VII. Park Ambassador Reports and Advisory Remarks: Park Ambassador updates: McCullough had written in about Colonial Park edging coming up with pics of rusty nails and thrown in trash before meeting which was promptly fixed by city maintenance. Prescott had seen a coyote on way to school today a few weeks ago in the morn ing with kids on their way to school and there was a general discussion about them living here in the neighborhood. VIII. Order of Business: Chair Peter Billipp 1. Park Master Plan : Waiting on JEH approval to be finalized, we will put this on hold. Also waiting on the utilization reports comparing to amenities will be ready by April. 2. New Business No new business IX. Adjournment: Meeting adjourned at 7:18 pm
