HomeMy WebLinkAboutWUSSB20818West University Senior Services Board Minutes February 8, 2018 Presiding: Selby Clark presided and called the meeting to order at 2:00 pm Present: Stan McCandless, Judy Faulkner, Rebecca Dozier, Joan Johnson, Carlos De La Torre, Sarah Ballanfant, Selby Clark, Ruth Becker, Tom Brombacher, John Palmer, Candyce Beneke, Susan Davis Absent: Ann Crowley, Virginia Lootens, George Baker Staff: Toby Brooks, Susan White Council Liaison: Kellye Burke Minutes: Minutes were approved with corrections to Carlos De La Torre’s comments on Urgent Care presentation. Selby Clark requested a change regarding City Council Report and Center Point. John Palmer moved to approve minutes with corrections and Joan Johnson seconded.Citizen Comments: The attending citizen, Ms. Drewes, listed her complaints: crime is a major problem, the constitution says she can talk, there is a problem with seniors remaining in the city due to the high property value. Susan Sample received a million dollar kickback (no specifics were provided)Joan Johnson addressed Ms. Drewes comments. She reviewed the delinquent tax list. Of the 22 reviewed, 6 were under 65 years of age, 10 were deferred (by their choice) and 9 were valued at over $1 million. If taxes were a problem, then why are there not more deferred taxes?City Council Report: Kellye Burke reported no money kickback to mayor. Robbery at Whole Foods did not involve a weapon and most crimes in West U are property related. Buried cables are a long term vision. The proportion of taxes to HISD has decreased. Kellye requested a long range plan from the senior board such as the request for utility cables to be buried.Parks and Recreation Report: Susan White provided the following report:JEH Park The City Manager and Susan White met with the architects a couple of week ago to finalize Design Development, and the construction design phase is underway. At the highest level of design, which includes the porch cover and masonry wall, the construction cost estimate is $513K.  This does not include funds that have already been expended or committed for design costs, demolition, tree work, survey, geotechnical and concrete testing.  The bid documents are being prepared with two alternates.  The first alternate is to change the masonry fence to a double-sided cedar fence and the other is to remove the porch structure above the columns. Based on the cost estimates for the entire project, the most that we anticipate requesting from the Friends of West University Place Park Fund, Inc. is $450K.  If Council determines alternates should be selected, such as omitting the masonry wall and/or shade structure, project costs would be lowered accordingly.  City Council has to approve the construction bid and Friends funding.  Susan stressed that these are only estimates.  The city will receive firm construction costs once the city receives the actual bids.  With the current project schedule, we hope to go to the Friends Board with the funding request at the May 9 meeting, and then to Council on May 14 for approval.  Parks Board Committee Meetings ·         Fee Committee meeting on February 20 with a goal to simplify the Parks and Recreation Fee Schedule, establish principles for future increases, and recommend fees for the 2019 Fee Schedule.  Ann Crowley is the Senior Board Rep.·         Programming Committee meeting on Feb. 21.  One of the items they are addressing is a comprehensive programming and vendor review, which is a 2017-2019 Council goal. ·         Tennis Committee:  Meeting on meeting on Feb. 13 to review resident feedback and finalize proposed policy updates reservation specifics, procedures and cancellations, as well as authorized/unauthorized tennis instructors use of the courts and get online registration up and running.   Ruth Becker is serving on this committee.APAC : Virginia Lootens did not attend the last meeting so no report this month.Good Neighbor: Toby reported that the soup social was cancelled as well as the Healthy Workshop Medicare Presentation, Taste of the Town and Building Crisis Plan due to weather. Senior Board members invited to attend Good Neighbor Team meeting and to attend the presentations offered by the Senior Center on the first Thursday of every month at 11:00. Meeting Adjourned at 3:00
