Franklin , Mayor Pro Tem Alan Petrov, City Attorney Bob Higley , Councilmember Thelma Gilliam , City Secretary Kellye Burke , Councilmember Mardi Turner , Councilmember CITY COUNCIL ACTION MINUTES The City Council of the City of West University Place, Texas, met in regular session on Monday , December 11 , 201 7 , in the Municipal Building, 3800 University, West University Place, Texas beginning at approximately 6 :30 p.m. Agenda items were as follows: Call ed Meeting to Order Mayor Sample called the mee ting to order at approximately 6:33 p.m. in the Council Chambers . Council and Staff in attendance were: Mayor Pro Tem Franklin, Councilmembers , Burke, Higley, and Turner, City Manager Peifer , Assistant City Attorney Martye Kendrick , City Secretary Gilliam, Pol ice Chief Walker, and Public Works Director Dave Beach Pledge of Allegiance: Boy Scout Andreas Mason, Troop 55, led the Pledge . Notice of Meeting: Secretary Gilliam confirmed that the notice of the meeting was duly posted in accordance with the Texas Government Code, Chapter 551. 1. Public Comments This was an opportunity for citizens to speak to Council relating to agenda and non -agenda items. Comments were made by: Ali da Drewes, 6112 For dham Street Trisha Pollard, Bellaire City Councilmember Michael Fife, Bellaire City Councilmember 2. Amending Chapter 14 of the Code of Ordinances – Second and Final Reading M atters related to an ordinance amending Chapter 14 of the Code of Ordinances as it relates to animals, specifically chickens. Recommended Action: Approve ordinance on the second and final reading. Mr. Dave Beach, Public Works Director Councilmember Higley moved to approve the amendments to Chapter 14, Animals, on second and final reading . Councilmember Burke seconded the motion. MOTION PASSED. Ayes: Sample, Franklin, Burke, Higley, Turner Noes: None Absent: None City Council Meeting Action Minutes, December 11 , 2017 2 of 2 3. Right -of -Way Ordinance – First and Final Reading Matters related to an ordinance regarding the acceptance of any application for permission to place above ground facilities in the City’s right -of -way ordinance. Recommended Ac tion: Approve ordinance on the first and final reading. Mr. Dave Beach, Public Works Director Councilmember Burke mov ed to accept staff ’s recommendation to app rove the amendment s to Chapter 7 0 , Street Areas and Public Places , on first and final reading. Mayor Pro Tem Franklin seconded the motion. MOTION PASSED. Ayes: Sample, Franklin, Burke, Higley, Turner Noes: None Absent: None 4. Wakeforest Property Deed Matters related to a resolution authorizing the City Manager to sign the deed for the Wakeforest Property. Recommended Action: Authorize the City Manager to execute the deed for the Wakeforest Property. Mr. Mr. C hris Peifer, City Manager Councilmember Burke moved to a uthorize the C ity M anager to execute the deed for the Wakeforest property. Mayor Pro Tem Franklin second ed the motion. Consent Agenda All Consent Agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council member requests in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. A. City Council Minutes Approve City Council Minutes of December 4 , 2017. Recommended Action: Approve City Council Special and Regular Meeting Minutes. Ms. Thelma Gilliam, City Secretary Councilmember Higley moved to approve the Consent Agenda as presented. Councilmember Burke seconded the motion. MOTION PASSED. Ayes: Sample, Franklin, Burke, Higley, Turner Noes: None Absent: None 6. Adjourn Wi th no other matters before Council, Councilmember Higley moved to adjour n the meeting at approximately 7:07 p.m. Councilmember Burke seconded the motion. MOTION PASSED.
