RESOLUTION NO. 2017- 18
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
UNIVERSITY PLACE, TEXAS, ESTABLISHING A POLICY TO ASSIST
WITH REAL PROPERTY ACQUISITION
WHEREAS, the City Council of the City of West University Place, Texas (the
"City ") has determined that from time to time it may be in the best interest of the City to
acquire property for use by the City; and
WHEREAS, the desirability of property within the City makes it difficult for the
City to timely evaluate potential opportunities for the acquisition of property; and
WHEREAS, City Council of the City wishes to establish a policy that will provide
the City Council with the ability to evaluate potential property acquisition opportunities
as they become available.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WEST UNIVERSITY PLACE, TEXAS:
1. That if the City Manager identifies property, which he or she believes
will benefit the City and which is either listed or reasonably expected to be listed for
sale by its owner, the City Manager shall be empowered to spend up to $10,000.00
to:
a) Enter into an earnest money contract with a due diligence period, an
option to purchase or a right of first refusal with respect to the property
(referred to herein as 'options ");
b) Obtain an appraisal of the property; and
C) Prepare a report evaluating the use of the property by the City.
2. That the City Manager may not have more than four (4) options as
described by paragraph 2, above, active at any one time.
3. That within thirty days of exercising the authority granted by
paragraph 2, above, the City Manager shall report to the City Council so that the City
Council can then make an informed decision with respect to any potential property
acquisition.
4. That this Resolution shall be effective immediately upon its passage
and adoption.

REQUEST FOR QUALIFICATIONS
Buffalo Speedway Renovation ProJecl
The City of West University Place (City) intends to enter into a specific deliv
arable contract with a prime provider pursuant to Texas Government Code,
Chester 2254, Subchapter A, and 43 Texas Administrative Code (TAC)
9.30.9.42. to Provide the following services described below,
The Public Works Department is advertising a Request for Qualifications for
the following project:
Buffalo Speedway Renovation from Immediately south of Sissonnet Street
south to immediately north of Holcombe Blvd. The work to be performed by
the Engineer shall consist of providing engineering services required for the
preparation of plans, specifications and estimates (PS &E) and related docu-
ments. The engineer will provide design and engineering services to re-
place the four lane roadway through a residential area. The design will In-
clude full depth concrete roadway reconstruction, drainage Improvements
and aesthetic Improvements.
The project is funded 80% by a Federal Highway Administration reimburse-
ment ggrant. The City has signed an Advanced Funding Agreement with
T %DD7 to fund the program and the project will meet all federal and slate
highway construction standards and regulations. DBE requirements is 15%
on this project.
