Franklin , Mayor Pro Tem Alan Petrov, City Attorney Bob Higley , Councilmember Thelma Gilliam , City Secretary Kellye Burke , Councilmember Mardi Turner , Councilmember CITY COUNCIL ACTION MINUTES The City Council of the City of West University Place, Texas, met in regular session on Monday , December 4 , 201 7 , in the Municipal Building, 3800 University, West University Place, Texas beginning at approximately 5 :30 p.m. Agenda items were as follows: Call ed Meeting to Order Mayor Sample called the meeting to order at approximately 5:30 p.m. in the Council Chambers . Council and Staff in attendance were: Mayor Pro Tem Franklin, Councilmembers , Burke, Higley, and Turner, City Manager Peifer , City Attorney Petrov, City Secretary Gilliam, Pol ice Chief Walker, and Public Works Director Dave Beach Pledge of Allegiance: Councilmember Higly led the Pledge. Notice of Meeting: Secretary Gilliam confirmed that the notice of the meeting was duly posted in accordance with the Texas Government Code, Chapter 551. 1. Public Comments This was an opportunity for citizens to speak to Council relating to agenda and non -agenda items. Comments were made by Alida Drewes, 6112 Fordham Street. 2. Property Acquisition Plan Matters related to a resolution adopting a property acquisition plan. Recommended Action: Approve resolution adopting the City’s property acquisition plan. Mr. M. Chris Peifer. City Manager Councilmember Higley moved that City Council approve the resolution establishing a policy to assist real property acquisition. Councilmember Burke seconded the motion. MOTION PASSED. Ayes: Sample, Franklin, Burke, Higley, Turner Noes: None Absent: None 3. Amending Chapter 14 of the Code of Ordinances M atters related to an ordinance amending Chapter 14 of the Code of Ordinances as it relates to animals, specifically chickens. Recommended Action: Approve ordinance on the first of two readings. Mr. Dave Beach, Public Works Director City Council Meeting Action Minutes, December 4, 2017 2 of 2 After discussion regarding the amendments, the mayor and council recommended additional changes. City Attorney Petrov said the additional changes would be included in the ordinance for the second and final reading at the next meeting. Councilmember Higley moved to approve the ordinance amendments relating to Chapter 14 of the Code of Ordinances, Animals, with the additional amendments suggested by Council Council tonight and to approve the ordinance on the first of two reading s. Councilmember Turner seconded the motion. MOTION PASSED. Ayes: Sample, Franklin, Burke, Higley, Turner Noes: None Absent: None 4. Consent Agenda All Consent Agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council member requests in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. A. City Council Minutes Approve City Counci l Minutes of November 13 , 2017. Recommended Action: Approve City Council Special and Regular Meeting Minutes. Thelma Gilliam, City Secretary Councilmember Higley moved to approve the Consent Agenda as presented. Mayor Pro Tem Franklin seconded the motion. MOTION PASSED. Ayes: Sample, Franklin, Burke, Higley, Turner Noes: None Absent: None 5. Adjourn Wi th no other matters before Council, Councilmember Higley moved to adjour n the meeting approximately 6:00 p.m. Mayor Pro Tem Franklin seconded the motion. MOTION PASSED.
