HomeMy WebLinkAbout16 04 PRB MinutesWUP Parks and Recreation Board MINUTES A PRIL 6, 2016 6:30PM REC CENTER – CONFERENCE ROOM TYPE OF MEETING Monthly Meeting CHAIR Kevin Boyle SECRETARY David DeAnda ATTENDEES David DeAnda, Melissa Pifko, Stephen Damiani, David Jennings, Sherry Harber and Wayne Franklin Tim O’Connor (Staff) Mardi Turner (City Council) VISITORS West University residents: Alida Drewes, Ramsey Elder and Joan Johnson I. Call to Order: The meeting was called to order at 6:31 pm by chair Kevin Boyle. II. Approval of the March 9th Minutes: Motion to approve by Melissa with second by Wayne. III. Friends Overview: Mark Prescott not in attend ance. Tim gave a short report on his behalf. IV. Colonial Park Redevelopment Update: 99% complete. Waiting on the tables and once they are installed we will be done. Reminded board that dedication would be on April 19 th . Stephen commented that he had seen large rats at Colonial. Tim stated that they would alert pest control. V. Board Member Updates and Committees: Park Ambassador Reports: The artificial tu rf at Weir under a swing is worn. Tim stated that kick out plates have been installed but he is a bit concerned and will watch to see if they will work. VI. Staff and City Counc il Updates: Council Update : Mardi Turner stated that nothi ng much going on other than what was discussed by her Tim and Kevin du ring a meeting last week. Stated that they want to do a survey of the neighbors of two properties that have been identified as potential parks. Kevin is seeking assistance in conducting survey. The general direction will be that it will be a green space park and Council has requeste d that we obtain input on favorability or not and what concerns the immediate neighbor s would have. Survey would be to approximately 173 homes. Kevin stated that he would prefer a personal approach. Will use the water bills to ensure that we have the name of the person who lives there. Wayne asked on whether the input of renters would be taken instead of owners. Mardi stated that her preference would be to hear from those that are living in the house. Melissa stated that it may help participation to send communica tions prior to conducting survey to warn homeowners that a Park’s Board member may be dropping by to conduct the survey. Kevin asked whether notice could be included in water bill. Tim s uggested that leaving a communication on the door (door hangar) may be the easiest way to do it. Stephen asked how to address residents who asked about the financing of the proposed park(s). Kevin stated that that wasn’t part of the survey but that it could be included in a section of the
Parks and Recreation Board Minutes page 2 survey that would include a portion for other comments. Directors Update : West-side parking upgrades on WUP Recrea tion Center campus: Tim discussed the planned relief parking. Engineering plans are done and they should be sending letters to neighbors soon. Project will be coor dinated in-house by the department. Fitness Station: Have discussed with Tri-Sports and they are onboard. These are options that have been requested by many of Recreati on Center users. No action needs to be taken at this point. Will likely be funded by Fr iends. Stephen noted concerns with use. Concerned that it would attract non-resident us e and mentioned that he has seen similar equipment in Pearland and noted that equipmen t is often in non-repair. Mentioned that Colonial may be a better place for it as it can be restricted to West U residents. Kevin commented that many residents have asked for this and he would be concerned about holding off on a feature due to fact that it could attract non-resident use. Sheri stated it could be used by West U boot camp and David agr eed. Melissa stated that she thinks this equipment is better suited for the Recreation Center when compared to Colonial. Children Sink Step-Ups: They have been ordered for both Colonial and Recreation. Won’t be able to install in family changing rooms as, per ADA, their installation would require two sinks. Park’s Master Planning Update: Nothing to report other th an what is in weekly reports to Board. VII. Citizen’s Comments: Alida Drewes addressed the Boar d. Kevin asked that she can provide comments in writing. She declined and stated that she felt as if she was being discriminating against due to such request. Stated that she was being treated differently and that we were setting her up for something. Her comments included the foll owing: East side of town is being discriminating against. We need more green space. Stated that this board should be doing its job and not targeting citizens that are making comments. She stated that agenda is not provided in advanc e and it should. V III. New Business: West U Halloween Dash: West U Elementary PTO approached the city and asked whether they would be interested in taking over the event. Funds raised last year were approximately $21,000. Date has already been set for October 29 th . Had a successful event in Easter. Kevin ment ioned that staff would like to resurrect the citizen input group to assist and comment on this event and similar events. Kevin to send an email to Park Board members to see w ho would be willing to participate. VIII. Adjournment: Meeting adjourned at 7:28pm.
