MEMBERS PRESENT: Richard Wilson, John Cutrer, Mac Jensen, Michael
McEnany, Pete Johnston, Mimi Tsai and Brian Brantley
STAFF PRESENT: Debbie Scarcella, City Planner, Martye Kendrick, Legal
Counsel and Josie Hayes, Administrator Coordinator
GUEST: Dick Yehle
1. Notices,Rules, Etc. Richard Wilson; Chairman, called the meeting to order at 6:16 pm,
and asked commission members to introduce themselves. Richard Wilson asked staff to
confirm that appropriate notices were given. Josie Hayes stated notices were posted per
state and local laws. Martye Kendrick, Legal Counsel gave the Oaths of Office to the
newly appointed Zoning and Planning Commission members.
2. Townhome District Replatting. A few months ago, the ZPC held a public hearing
regarding a replat of a lot in the PDD-TH1 district in order to create two lots for
construction of two townhomes. During the process, ZPC felt that there was not enough
guidance in the ordinance on when a plat should or should not be approved. There was
some discussion regarding this, and staff walked the ZPC through the process. The ZPC
will be looking at possible updating of the subdivision regulations during this term, so no
further action will be taken at this time.
3. Subdivision ordinance density regulations.There was discussion regarding the current
density and bulk regulations and whether or not those regulations should be revised or
modified. Staff gave a brief overview of the SFD district regulations such as the 80%
rule, setbacks, open space, pervious area, garage regulations and exemptions, front
porches,projections, etc. Discussion centered on whether it is too late to modify the
regulations versus making sure they aren't further relaxed. There was no consensus at
this time to move forward with any action or request to council.
4. Minutes. The commission reviewed the minutes of the meeting held on November 10,
2016. Richard Wilson made a motion to approve the meeting minutes. Seconded by Mac
Jensen. Motion carried. The commission reviewed the minutes of the meeting held on
March 9, 2017. Richard Wilson made a motion to approve the meeting minutes with
corrections. Seconded by Mimi Tsai. Motion carried. The commission reviewed the

the meeting minutes. Seconded by Mimi Tsai. Motion carried.

Mac Jensen made a motion to adjourn. Second by John Cutrer.Motion carried. Meeting
adjourned at 7:47 p.m.
