There are alleged to be conditions on the Property that are dangerous, substandard or in violation of an ordinance. Such conditions are generally described as follows: (a) Damage. There is damage by wind, water intrusion, mold and insects to both house and garage (affecting roofs, walls, siding and interiors) so as to be dangerous to life, safety, morals or the general health and welfare of the occupants or people of the city. (b) Dilapidation, Decay. There is dilapidation or decay in the roofs, siding, interior walls and ceilings of both house and garage, and there are unsafe or unsanitary conditions inside and surrounding both buildings. The house, if used as a residence, utterly fails to provide the amenities essential to decent living making it unfit for human habitation and is likely to cause sickness or disease, so as to work injury to the health, morals, safety or general welfare of any occupant. (c) Parts Attached. There are parts attached that may fall or collapse. (d) Doors or Openings. Both buildings are unoccupied and are capable of being entered through unlocked doors or unsecured openings. (e) Housing Code. There are numerous violations of the Standard Housing Code (1997 Ed.), including, but not limited to: Section 305.1 (foundation not maintained in a safe manner, etc.), Section 305.2 (exterior walls with holes, breaks, etc.), Section 305.3.1 (roofs not structurally sound, etc.), Section 305.3.2 (portions of roof not complete or deteriorated), Section 305.5 (porches not safe to use,etc.), Section 305.7 (windows not weathertight, etc.), Section 305.9 (sashes not weathertight), Section 305.10 (windows required for light and ventilation are not capable of being easily opened), Section 305.11 .1 (exterior doors no weathertight, etc.), Section 305.14 (exterior wood surfaces not protected from elements), Section 305.15 (garage not maintained), and Section 305.16 (floors, walls, ceilings not kept in rodent proof and in sound condition, etc.).
