Foundation Workshop
Meeting Minutes
July 20th, 2004
MEMBERS PRESENT: Bryant Slimp and John Ayres.
MEMBERS ABSENT: David Flame, Dr. Peter Benjamin, J. Dennis Powers, Darryl Friday,
Brian Hoogendam,Muddy McDaniel and Kevin McMahon.
COUNCIL LIASION: Mike Woods, absent.
STAFF PRESENT: Annette Arriaga,Dennis Mack and Jim Dougherty.
GUESTS PRESENT: Craig Hughes, David Eastwood P.E., Les Albin, Marie J. Starich, P.E.,
Martin Gonzales,Michael Skoller P.E. and Robert Riquelmy.
[Call to Order.] With a quorum,present Bryant Slimp called the meeting to order at 6:10 p.m.
1. Foundations. Mr. David Eastwood, P.E. went over his Recommended Scope of Geotechnical
Engineering Services for the City of West University, Dated May 2004. He stated that he wants to
take foundation requirements a step further and better the quality assurance for foundations. The
estimated cost that he has indicated in his Recommended Scope would be $1,200. dollars. Marie
Starich P.E.,Michael Skoller P.E., and David Eastwood P.E., discussed the differences between the
different types of quality control and testing and if certain tests would be required and necessary.
After lengthy discussion David Eastwood would put in minimum requirements and be more
prescriptive in his next report. David Eastwood would make modification to his draft and e-mail
the changes to staff to distribute to BSC. Dennis Mack stated that he wanted to put in some
accreditation criteria into the ordinance language, that the City draft would draft an official .
document requiring the engineer stamp and sign it making the engineer responsible for the
foundation work. Jim Dougherty stated that these two additions would be wise. Discussion
continued on who is responsible during the whole or part of the pour. Marie Starich P.E., and
Michael Skoller P.E., continued on what steps are followed and who is responsible,for what at the
job site,the Geotech or the Engineer. John Ayres agreed that there are different contracts going on
with the builder or owner, and several different people involved. Mr. Ayres stated that we want to
keep the foundation horror stories from happening,that we want to make sure that the engineers are
doing their jobs and that the foundation committee needs to put in some meaningful requirements.
The workshop committee agreed. Les Albin stated that the city needs three things to make this
work. 1) Set a standard that everyone has to follow. 2)A list of who is responsible for what.3) The
City has to know what is going on and to make sure the right people are on site. Marie Starich P.E.,
and Michael Skoller P.E., continued to discuss the different types of foundations designs,
observations and testing. They continued to discuss what is required from the pier layout to the slab
and grade beams. Dennis Mack and Jim Dougherty indicated that they would come up with a
certification/document that the City could require the engineer to sign. Jim Dougherty stated that he
would make the changes and work in the modifications.

MEMBERS PRESENT: Bryant Slimp and John Ayres.
STAFF PRESENT: Annette Arriaga, Dennis Mack and Jim Dougherty.
[Call to Order.] Bryant Slimp called the meeting to order at 10:20 a.m.
Foundations. The workshop goal is to gather and incorporate the input from the July 20th workshop on
foundations and the BSC meeting of July ls`. Bryant Slimp asked for Jim Dougherty to go over the
latest version on the Foundation Revisions, Dated June 28, 2004. The workshop committee agreed to
make several changes to the draft. Jim Dougherty to add in, "The State of Texas"for clarification under
section(a.). He will also add in a definition for RLPE, and for a RLGE. Both professions would require
at least $500,000 in errors and omissions insurance to do foundation work in this ordinance. The
foundation workshop committee discussed the Geotechnical work and Laboratory testing. They agreed
that the engineers should choose which Geotechnical firm and soils lab to do the work. The engineer
would have responsibility for the foundation and soils work of both Geotechnical and the laboratory
used on a site. The RLPE would have to sign the foundation certification report document before
construction could proceed. The report must cover all testing, site elevations and all must meet
applicable criteria. Dennis Mack and the committee agreed to add that the engineer of record has to pick
or concur with the use of a Geotechnical firm and the laboratory used. The committee requested that
Dennis Mack and Jim Dougherty construct the foundation certification letter that will be used by the
engineer of record to prevent language that would remove or shift responsibility of the performance of
the foundation.
The committee decided that if the builder used a low risk slab (types 1 or 2 in Foundations,Basic Type,
section (d)) that the builder could proceed with a lower cost engineering and Geotechnical option. If
the foundation were types 1 or 2,the soils report would cover the work required to allow the structural
engineer to design the piers. If the builder opted to use a foundation with a higher risk of failure (types
3 or 10 in Foundations, Basic Type, section(d))then a full and rigorous soils report would be required,
that the soils at the site must be rendered to a PVR of less than one inch, and that the structural engineer
would have to design a foundation that would not fail. Jim Dougherty stated that he would give the
builder an option. The option to either go with a higher cost foundation or choose a low risk foundation.
You would have the option to go with either (1) or option (2). Jin Dougherty to add in the correct
wording.
The workshop committee discussed David Eastwood's "Recommended Scope of Geotechnical
Engineering Services for the City of West University Place", Updated 07-27-04. Bryant Slimp stated
that he would get with Marie J. Starich, and ask her for her opinion on the laboratory testing and
engineering reports that he has listed as requirements as well as her comments on the quality control
and testing.

Bryant Slimp also referred to the written comments of Mr. Ron Kelm, P.E., titled "Draft West U
Foundation Ordinance", Dated 06-26-04. The committee reviewed and discussed his comments on
foundation designs, construction and requirements and incorporated some of his ideas.
Jim Dougherty includes the concepts and information into the foundation revisions. Jim Dougherty
would make changes and modification and have them ready for the next scheduled BSC meeting.
Jim Dougherty would be out of town and he hopes to have this ready as soon as possible.
