Meeting Minutes
June 3rd,2004
MEMBERS PRESENT: Bryant Slimp, John Ayres, Dr. Peter Benjamin, Darryl Friday, Brian
Hoogendam(arrived late at 6:32 p.m.),
Muddy McDaniel and Kevin McMahon.
MEMBERS ABSENT: David Flame and J. Denis Powers.
COUNCIL LIASION: Mike Woods absent.
STAFF PRESENT: Annette Arriaga and Dennis Mack.
GUESTS PRESENT: Adam Costa, Les Albin and Robert Riquelmy.
[Call to Order.] With a quorum present,Bryant Slimp called the meeting to order at 6:30 p.m.
1. Notices, Rules, Etc. Bryant Slimp stated that the BSC voting alternates would be Darryl Friday
and Muddy McDaniel.
2. Workshop Meeting Minutes. Muddy McDaniel made a motion first to approve the workshop
meeting minutes from the April 20, 2004 BSC foundation workshop meeting. John Ayres seconded
the motion. AYES: Bryant Slimp, John Ayres, Dr. Peter Benjamin, and Darryl Friday. NOES:
None. ABSTAIN: Motion passed. Minutes approved.
3. Meeting Minutes. Darryl Friday made a motion first to approve the meeting minutes from the
May 6, 2004 BSC meeting. John Ayres seconded the motion. AYES: Bryant Slimp, John Ayres,
Dr. peter Benjamin, and Darryl Friday. NOES: None. ABSTAIN: Motion passed. Minutes
approved.
4. Matters Relating to the Building and Standard Commission Recommendations and Status
Report. A)Update on the status at 4029 Case Street. Dennis Mack updated the BSC stating that
the house had been demolished. B) Update on the state licensing board actions regarding 3840
Ruskin Street. Dennis Mack stated that he has heard back from the state and that he needs to send
them more information. Bryant Slimp asked for Dennis Mack to have a report for BSC to review
and bring it back before the next meeting. C) Update on city benchmarks. Dennis Mack stated that
the benchmark information is located up front in the Public Works building for anyone who may be
interested. The handout shows the general location and detail sketches with area photos. Dennis
Mack is still in the process of trying to get in touch with Harris County to recognize our city
benchmarks but indicated that it might take a while. D) Update on Fire Marshall's position on
Class A roofing. Bryant Slimp asked if BSC was ready to make a motion and send it to City
Council? BSC agreed. Motion: We move that the WUP Fire Marshall's recommendation of May
18, 2004 to upgrade the Standard Code Schedule for roofing in section 2 be implemented and
recommended to City Council for adoption. The recommendation will upgrade roofing material to
class A resistance to fire from a class C resistance, and ban the use of wood shingles or shakes for
new construction or for re-roofing projects. Muddy McDaniel made a motion first to approve. John
Ayres seconded the motion. AYES: Bryant Slimp, John Ayres, Dr. Peter Benjamin and Darryl
Friday. NOES: None. ABSTAIN: Motion passed.

5. Foundations. John Ayres updated BSC on the previous workshop that was May 20, 2004. Mr.
Michael Skoller, P.E. attended the workshop meeting as well as city attorney Jim Dougherty. John
Ayres felt that the BSC seems like it is progressing and moving in the right direction. Bryant Slimp
added that Mr. Skoller had a really good sample of a soils report and recommended that BSC take
some time review it. Bryant Slimp asked for BSC to look over the latest two versions of the
revisions of the foundation amendments. Jim Dougherty stated that these mark ups where changes
that BSC made at the last workshop. Jim Dougherty started from the beginning of the foundation
revisions and noted comments from the commission. These comments include:
Under the Standard Code Schedules,item number 3:
All foundation and structural framing for new additions to new building with a gross floor area 485
square feet or more must meet the following criteria, as applicable. John Ayres wanted to strike out
structural framing and deal with it separately. BSC agreed.
a.) Engineering. Foundations and struetufal4raming must be constructed in accordance
with completed plans and specifications prepared, signed and sealed by a licensed or
registered professional engineer who is: etc;
Jim Dougherty discussed the errors and omissions insurance as requested by BSC and he referred to
his changes that he added to the foundation revision. Dennis Mack agreed that it would illuminate
those who just sign and put a stamp on their work. John Ayres stated that with requiring this type of
insurance it would definitely filter out the bad ones.
b) Geotechnical Report. The plans and specifications for each foundation must be based on
a written Geotechnical report prepared, signed and sealed by a licensed or registered
Geotechnical engineer who is: . . .
Jim Dougherty discussed the different requirements and registration for Geo-technical engineers.
He added that the intent would be to require some level of expertise.Bryant Slimp requested that
Dennis Mack and Jim Dougherty to come up with different types of language to place in this
section.
c) Foundation Performance Standard. Each foundation must be designed, installed and
constructed to achieve a soil movement potential of one inch or less, determined by the
estimated depth of the active zone in combination with at least two following methods:
Kevin McMahon stated that when a new foundation is designed and installed that the potential
vertical rise (PVR) was the standard and the control point. All of the other language in this section
is aimed at achieving this maximum PVR.
Jim Dougherty stated that this was a good observation and that he would try to work that into the
foundation draft using words like predicted and calculated etc. He will also get with Michael
Skoller for actual references and documentation. John Ayres stated that this would be a type of
performance specification.
d.) Foundation, Basic Type.
Jim Dougherty continued with the foundation, basic type. He stated that in the April 20th workshop
that the members considered a specific list of the foundation types that were considered to be
acceptable that were listed in the "Foundation Design Options for Residential and Other low-Rise
Buildings on Expansive Soils" by the Structural Committee of The Foundation Performance
Association, Document FPA-SC-01-X (draft) that is under peer review. Jim Dougherty went threw

each acceptable foundation type. The BSC approved these specific foundation types as specified by
John Ayres. The new foundations must be of one of these types:
(1) Structural Slab with void space and deep foundations.
(2) Structural floor with crawl space and deep foundations.
(3) Stiffened structural slab with deep foundations.
(4) Stiffened non-structural slab with deep foundations.
(5) Grade-supported stiffened structural slab.
(6) Grade-supported stiffened non-structural slab.
(7) Grade-supported non-stiffened slab of uniform thickness (approved for one-story
accessory building containing only garage or storage space.)
(8) Mixed-depth system for all new building construction.
(9) Mixed-depth system for building additions with deep foundations.
(10)Mixed-depth system for building addition with shallow foundations.
The BSC discussed adding in language that covers a one-story building or an addition, etc.
under foundation type (7). Jim Dougherty agreed to add wording to that affect. Jim
Dougherty will get more information and expand upon the phrase approved types.
e.) Foundations, Deep Support Components. Deep support components must be of
and approved type.
Jim Dougherty will add a written acknowledgement to state that:
g) Foundations, Observation & Certifications. Each foundation must be
professional observed and must be certified by an RLPE, as more fully described
below
The BSC decided to add language to say that.
h) The BSC may issue a special exception from any requirement in subsection"a"
through"g," above, if the owner demonstrates to the BSC that the alternate
system met or exceeds the requirements in the new code.
Dennis Mack added that he had spoken to the city's urban forester, Nes Tesno and that she
had mentioned in a e-mail response that she had noticed that all foundation designs were
based on a Geotechnical report, and a soils report seems to require that all conditions of the
soils report must be complied with for an approved foundation. Nes continued to add that
most soils reports state that no trees should be with in a certain distance of the foundation,
normally 20 feet. Nes asked if the city would require the trees to be removed?Dennis Mack
stated that if we make the current foundation ordinance changes that it would affect a lot of
trees. Bryant Slimp stated that this would have to be considered further by the BSC. Bryant
Slimp suggested that input from Mr. Skoller would help on this issue. Bryant Slimp stated
that foundation ordinance draft would be put back on next month's agenda. No motion
made.
6. Old Stock Housing. Brian Hoogendam passed out the latest draft on OSH. He gave a brief
overview of OSH and gave his final conclusions. Brian Hoogendam will re-write his draft with
recommendations for the next BSC meeting.

[Adjournment.] Muddy McDaniel motioned first to adjourn. John Ayres seconded the motion to
adjourn. AYES: Bryant Slimp, David Flame, John Ayres, Dr. Peter Benjamin, J. Denis Powers and
Kevin McMahon. NOES:None.ABSTAIN: Motion passed. Meeting adjourned at 8:07 p.m.
