Collier COUNCIL LIASION: None STAFF PRESENT: Dennis Mack,Annette Arriaga 1. Call to Order. With a quorum,present James McDaniel called the meeting to order at 6:00 p.m. 2. Citizens who wish to be heard. None. 3. Citizens who wish to address agenda items. None. 4. Designation of voting members. James McDaniel stated per the alternate voting schedule that Patrick O'Donnell would be the voting member for the meeting. 5. Meeting Minutes. Les Albin made a motion to approve meeting minutes as amended from the June 5th, 2003 BSC meeting. David Kelm motioned second to approve. AYES: Les Albin, David Kehn, James McDaniel, Bryant Slimp and Patrick O'Donnell. NOES: None. ABSTAIN: Motion passed. Minutes approved. 6. Variance Request. Item tabled. Les Albin voted first to approve. Bryant Slimp seconds the motion. AYES: Les Albin, David Kehn, James McDaniel, Bryant Slimp and Patrick O'Donnell. NOES:None.ABSTAIN: Motion passed.Item tabled. 7. Fences. James McDaniel asked BSC to look at the draft of Subchapter I. Fences and make comments, changes or suggestions on the draft. Sec.6.581. Maximum height limits. BSC agreed and approved the draft as written. Sec.6.582. Property lines. James McDaniel added that it would be the responsibility of the property owner to provide a survey. Dennis Mack agreed that a survey would be appropriate. A ground survey would not. Muddy McDaniel added that on new construction a survey would be required but a homeowner should be able to replace a rotted fence with out a cost a survey: avid Kehn agreed that surveys are expensive but the use of common fences would b except as . avid Kehn stated that another document could be drafted in regards to the use of common fences. James McDaniel agreed. James McDaniel stated that if we put in limitations in the code of ordinances would we involve the city in any disputes? James McDaniel added that BSC would need some clarification on the enforcements. How much, if at all. Darryl Friday added that the residents or neighbors should be notified at least two weeks prior to the construction of a new fence. James McDaniel added that the same procedure should be for new construction as well. James McDaniel asked what BSC wanted to accomplish with notification? Dennis Mack stated that we would have to adopt some major amendments to the city's current ordinances. When the contractor's provide the city a copy of the site plan showing all improvements on a major remodel or on new construction it addresses our survey issue. We will have to have some one from the city to record it. James McDaniel stated that Dennis Mack would get with city attorney on the correct wording. Sec.6.583. Prohibition in front or side. James McDaniel stated if the city could request a variance for city properties. m 1'Yx James McDaniel requested for Dennis Mack to get another viewpoint on this. Sec.6.591. Masonry construction. Sec.6.592. Fences on vacant lots. Sec.6.593. Maintenance. BSC agreed and approved the draft as written. 8. BSC Fee Schedule. Fee schedule was handed out and discussed. The current BSC application fee is one hundred dollars. Dennis Mack added that when public notification is required that the fee is more. Dennis Mack stated that the fee schedule should be one hundred and fifty dollars to cover the additional costs of newspaper and legal notices. Dennis Mack added that council has to approve the fees but BSC can make a motion to change. David Kehn motioned first to approve. Patrick O'Donnell seconds the motion. AYES: Les Albin, David Kehn, James McDaniel, Bryant Slimp, and Patrick O'Donnell. NOES: None. ABSTAIN: Motion passed. BSC will make a recommendation to council to change the current BSC application fee from one hundred dollars to one hundred and fifty dollars. 9. Rot Resistant Material. Dennis Mack stated that he wanted to know which direction Les Albin wanted to go with in the area regarding rot resistant materials. Les Albin indicated that the areas that he in concerned with would be the exterior. Les Albin stated that the exterior is exposed to rot and can cause brick mold and door jams etc. Les Albin added that there should be a standard for materials, for example, hardy plank would be good and it would not cost a lot. James McDaniel added that covering all building materials that are exposed is so broad. James McDaniel added that this would be put on next month's agenda for further discussion. 10. Staff Comments and Status Reports.None. 11. ommission Member Comments. David Kehn requested for the city to look at the Life Safety Code/NFPA101. Dennis Mack stated that Al Collins, the Fire Marshall will have to bring this forward in order to adopt the Life Safety Code. Al Collins will have to be present and discuss how it will be related to the fire safety codes. David Kehn added that he would send BSC information be e-mail on case studies. Darryl Friday added that he would like information on PVC primer and for Dennis Mack to get with the city attorney and bring back information to next BSC meeting. 12. Adjournment., Les Albin moved first to adjourn. Bryant Slimp seconds the motion. AYES: Les Albin, David Kehn and James McDaniel and Patrick O'Donnell. NOES: None.
