EMPLOYEE BENEFITS TRUST MEETING MINUTES
The City of West University Place, Texas, Employee Benefits Trust met on Monday, August 14 ,
2017 , in the Municipal Building Council Chambers, 3800 University Boulevard, West University
Place, Texas, 6:35 p.m. to consider the following:
1. Call Meeting to Order
Mayor Sample called the meeting to order at approximately 6:39 p.m. Those also
present: Mayor Pro Tem Franklin, Councilmembers Burke, Higley , and Turner, City
Manager Peifer , City Secretary Gilliam, City Attorney Petrov, Human Resources Director
Standorf and Bob Treacy with Gallagher Consultants.
2. Approve Minutes of the July 24, 2017 Employ ee Benefits Trust meeting.
Councilmember Higley moved to approve the July 24 , 2017 Minutes as presented . Mayor
Pro Tem Franklin seconded the motion. MOTION PASSED.
Ayes: Sample, Franklin, Burke, Higley, Turner
Noes: None
Absent: None
3. Authorize direct contract for Medical Insurance.
Councilmember Higley moved to elect the MM22 as the Flagship, the MM31, and the
MMH3, commonly called the HSA/PPO as the elections for the Trust portion.
Councilmember Burke seconded the motion.
After discussion, Councilmember Higley amended the motion to elect Blue Cross Blue
Shield MM22, the MM31 and MMH3, with the standard being the MM31. Mayor Pro
Tem Franklin seconded the motion.
Ayes: Sample, Franklin, Burke, Higley, Turner
Noes: None
Absent: None
4. Authorize renewing the contract with Guardian for Dental Insurance through the City of
Friendswood (FWD) Interlocal Agreement.

Councilmember Burke moved to authorize renewing the contract with Guardian.
Councilmember Higley seconded the motion. MOTION PASSED.

Noes: None

5. Authorize renewing direct contract with Sunlife for Life, AD&D, Disability & optional Life
Insurance.
Councilmember Higley moved to authorize renewing the direct contract with Sunlife.
Councilmember Turner seconded the motion. MOTION PASSED.
Ayes: Sample, Franklin, Burke, Higley, Turner
Noes: None
Absent: None
6. Authorize renewing direct contract with Superior Vision for optional Vision Insurance.
Councilmember Burke moved to renew the direct contract with Superior Vision.
Councilmember Higley seconded the motion. MOTION PASSED.

Noes: None

7. Adjourn and reconvene Regular Meeting of the West University Place City Council.
Councilmember Higley moved to adjourn the Employe e Benefits Trust meeting at
approximately 6:59 p.m . Mayor Pro Tem Franklin seconded the motion. MOTION
PASSED.
Ayes: Sample, Franklin, Burke, Higley, Turner
Noes: None
