CITY COUNCIL ACTION MINUTES
The City Council of the City of West University Place, Texas, met in special session on Thursday ,
June 1 , 2017 , in the Municipal Building, 3800 University, West University Place, Texas beginning at
5 :3 0 p.m.
Agenda items are as follows:
Call Meeting to Order . Mayor Sample called the regular mee ting to order at approximately 5 :30 p.m.
in the Council Chambers . Council and Staff in attendance were: Mayor Pro Tem Kelly,
Councilmembers Reilly and Turner , City Manager Peifer , City Secretary Gilliam, and City Attorney
Petrov . Councilmember Ballanfant was absent.
Agenda items were as follows:
1. Comments from Outgoing Councilmembers
Matters related to comments and farewells from the outgoing councilmembers.
Mayor Pro Tem Kelly and Councilmember Reilly made their parting remarks. City Secretary Gilliam
read a statement from Council member Ballanfant who was out of the country.
With no further comments, Mayor Sample recessed the meeting until 6:00 p.m.
2. Swearing -in Ceremony for Mayor and City Councilmembers (6:00 PM)
Matters related to the administration of the Oaths of Office to the newly elected mayor and council .
The ceremony will be performed by the Honorable Ed Emmett, Harris County Judge .
Mayor Sample reconvened the meeting and then Judge Emmett gave the Oaths of Office to the
newly -elected Council.
3. Election of Mayor Pro Tem
Matters related to the election of a mayor pro tem . Recommended Action: Discuss and take any desired
action.
Councilmember Turner moved to elect Wayne Franklin as Mayor Pro Tem for this term.
Councilmember Higley seconded the motion. MOTION PASSED.
Ayes: Sample, Burke, Franklin , Higley, Turner
Noes: None

4. Comments from Mayor and New Councilmembers
Matters related to comments from the Mayor and new councilmembers .
The newly elected Council made their individual comments.
5. Adjourn
At 6:15 p.m., Councilmember Turner moved to adjourn the meeting. Councilmember Higley
seconded the motion. MOTION PASSED.

Absent: None
A light reception was held immediately following the meeting.
