MEMBERS PRESENT: Richard Wilson, John Cutrer, Mac Jensen, Michael
McEnany, David Kuykendall, Mimi Tsai and Bob Higley
STAFF PRESENT: Dave Beach, Public Works Director, Zack Petrov, Legal
Counsel and Josie Hayes, Administrator Coordinator
1. Notices, Rules, Etc. Richard Wilson, Chairman, called the meeting to order at 6:19 pm.
He asked the ZPC members and City Staff to introduce themselves. Richard Wilson asked
staff to confirm that appropriate notices were given. Josie Hayes stated notices were
posted per state and local laws. Dave Beach gave an update regarding the miscellaneous
ordinance amendments that were approved by ZPC and forwarded to City Council for
approval.
2. Comprehensive Plan Project Update. ZPC discussed the proposed ordinance changes to
the Comprehensive Plan and approved some minor changes and all the following editorial
changes to the document.
• Article I.—Purpose. Section 1.01 —Introduction. Bob Higley made a motion to
change the word "citizens"to "homeowners"in all instances. Seconded by Mac
Jensen. Motion carried.
Ayes: Wilson, Cutrer, Jensen, McEnany, Kuykendall, Tsai, Higley
Noes: None
Michael McEnany made a motion to delete the word"aspirational". Seconded by
Jon Cutrer. Motion carried.
Ayes: Wilson, Cutrer, Jensen, McEnany, Kuykendall, Tsai, Higley
Noes: None
• Article II.—Historical. Richard Wilson made a motion to change the following
sentences that begins with"According to the U.S. Census Bureau..." and"Nearly
the entire balance..."to "According to City data, approximately 20 percent of
current homes have been built since 2000 and approximately 20 percent are old
stock housing." Seconded by Mimi Tsai. Motion carried.

• Article III.—Demographics, Section 3.01.—Population Trends (a).Bob
Higley made a motion to strike the last sentence that begins with"In 1999, the
population..." Seconded by Richard Wilson. Motion carried.
Ayes: Wilson, Cutrer, Jensen, McEnany, Kuykendall, Tsai, Higley
Noes: None
Abstain: None
• Article IV.—Land Use, Section 4.01.-Single Family Residential. (a) Bob
Higley made a motion to delete the first sentence that begins with"As the
community's first generation..." Seconded by David Kuykendall. Motion failed.
Ayes: Jensen, Kuykendall, Higley
Noes: Wilson, Cutrer, Jensen, Tsai
• Section 4.02 Non Single-Family Residential (a) Richard Wilson made a motion
to keep the first sentence that begins with"Non single family..." Seconded by
Mimi Tsai. Motion carried.
Ayes: Wilson, Cutrer, Jensen, McEnany, Kuykendall, Tsai, Higley
Noes: None
• Article VI.—Traffic. Section 6.01.-General. Mac Jensen made a motion to
remove the recommended change adding the word"enforcement of'to the
sentence that begins with"The City should continue to encourage..." Seconded by
Richard Wilson. Motion carried.
Ayes: Wilson, Cutrer, Jensen, McEnany, Kuykendall, Tsai
Noes: Higley
• Article VIII. Town Center. Section 8.01.-General. Richard Wilson made a
motion keep the sentence that begins with"Most interaction between citizens
occurs... Seconded by Michael McEnany. Motion carried.
Ayes: Wilson, Cutrer, Jensen, McEnany, Kuykendall, Tsai, Higley
Noes: None
Richard Wilson made a motion to keep the last sentence that begins with"As part
of enhancing Town Center... Seconded by Mimi Tsai. Motion carried.
Ayes: Wilson, Cutrer, Jensen, McEnany, Tsai
Noes: Kuykendall, Higley
• Section 8.02.-Town Center Commercial District. Richard Wilson made a
motion to leave the word "businesses"in the first sentence that begins with"It is
expected that... Seconded by John Cutrer. Motion carried.

Richard Wilson made a motion to close the hearing regarding the Comprehensive Plan.
Seconded by Mac Jensen. Motion carried.
The final draft will be forwarded to City Council for approval. Mimi Tsai made a motion
for ZPC members to authorize Richard Wilson to determine that the changes agreed upon
at the meeting have been correctly made and will direct staff in an appropriate manner to
communicate their recommendations and the final document to City Council. Seconded
by Bob Higley. Motion carried.
3. Minutes. The commission tabled the meeting minutes of February 13, 2017 and February
16, 2017 until the next meeting.

Mimi Tsai made a motion to adjourn. Seconded by Bob Higley. Motion carried. Meeting
adjourned at 7:44 p.m.
