Meeting Minutes
November 10,2016
MEMBERS PRESENT: Richard Wilson, Michael McEnany, Bob Higley, David
Kuykendall, John Cutrer, Mac Jensen, Mimi Tsai
STAFF PRESENT: Debbie Scarcella, City Planner; Martye Kendrick and
Zack Petrov, Legal Counsel
COUNCIL PRESENT: Brennan Reilly
1. Notices, Rules, Etc. Richard Wilson, Chairman, called the meeting to order at 6:20 pm.
He asked the ZPC members and City Staff to introduce themselves. Richard Wilson asked
staff to confirm that appropriate notices were given. Debbie Scarcella stated notices were
posted per state and local laws.
2. Comprehensive Plan Update. Gary Mitchell with Kendig Keast Collaborative(KKC),
planning consultants, gave an update regarding the input received during the town hall
meeting, four small group meetings and the survey answer received thus far. He added
the comments received generally from the public, staff, City Council and the Zoning and
Planning Commission as well. A very preliminary report asking for direction and
affirming some assumptions was presented to the commission for commentary. Mr.
Mitchell will be bringing back a more detailed report at the December meeting for review.
3. Miscellaneous Ordinance Amendments. ZPC had a lengthy discussion regarding the
building site designation and combination and division provisions. The ZPC decided that
the revisions regarding recording the building sites with the county should stay the same
and strike the addition in Section 5-102 and Table 5-100 Note 3 (d). A discussion
regarding the definition of school followed. Richard Wilson motioned to approve the
preliminary report with the corrections and present to City Council for the purpose of
calling for a joint public hearing. Second by Bob Higley. Motion carried unanimously.
Bob Higley then made a motion to authorize Richard Wilson to sign the report as
amended on behalf of the commission. Second by Richard Wilson. Motion carried
unanimously.
4. Minutes.The commission reviewed the minutes of the meeting held on October 13,
2016. Bob Higley made a motion to approve the meeting minutes. Second by Michael
McEnany. Motion carried.
