Background The property at 6714 Belmont is located in a PDD TH-1 (Townhome)zoning district near the intersection of Belmont and Bellaire. The site has historically been used as a detached single family residence. The owner proposes to demolish the existing structure and construct two townhomes on the site. Staff Recommendation Chapter 74 of the Code of Ordinances and the Texas Local Gov't Code Section 212 sets out the minimum technical requirements for preliminary and final plat approval. The proposed plat meets those technical requirements. A general site plan of how the townhomes can be constructed has also been submitted. The replat will cause an increase in the number of conforming lots in West U. Each lot must also conform with the zoning regulations before a permit will be issued.The Public Works Director does not require any additional easements. Staff recommends preliminary and final approval of the replat. Zoning and Planning Board Hearing—July 13, 2017 Members of the Zoning and Planning Commission, On behalf of the residents of Belmont Oaks, I want to thank you for the opportunity to express our views regarding the petition to re-plat the parcel at 6714 Belmont Street. Belmont Oaks is a townhome community of 12 units at the southern end of Belmont Street. We are next-door to the petitioners' property. Altogether, Belmont Oaks represents approximately $ 6,000,000 of appraised value. We are home to two 75 year old live-oaks that frame the entrance to our place. Their canopies extend well beyond our property, lending shade and beauty to our neighbors to the north and east, and contributing to a natural green roof over the entire block. We are here today to express our concern that the plan for building two townhomes in place of a single family house may damage a live-oak that is adjacent to the property line. This is a 75- year old specimen with a main trunk that is over 50" in diameter. We shared our concern with the city Forester. He explained to us the existing rules intended to protect and preserve trees when new construction is contemplated. In the case of our large oak, it is important • That trimming of the tree be limited to 25 % of total canopy • That roots under the driveway be protected from concrete, and that the soil between roots and concrete allow for proper aeration of roots. • That drainage of surface water through underground pipes should not sever roots 1" or larger in diameter. We urge you to incorporate these and other recommendations of the city forester in the permitting requirements of the plans for 6714-18 Belmont Street. We are ready to work with the city and the builder to arrive at a satisfactory resolution within the framework of city ordinances. Thank you. I am certain that my remarks today are not new to this Commission, but I would like to make them part of the record of this hearing. The city of West University Place is one of only 3,500 communities in the United States designated as Tree City. This unique distinction is awarded to cities that meet stringent criteria to preserve and promote urban forests. West U has been on the list for 27 years. Belmont Oaks was built in the early eighties. The layout of our townhomes is an example of what makes West U a tree loving city: • Its builder sacrificed valuable real estate to preserve the live oaks that were on the property since it was first developed. • We, the residents, were willing to pay more for our homes, recognizing the value and pleasure that those trees bring to our lives. We are proud to call our community "Belmont Oaks".
