HomeMy WebLinkAboutORD 852 Repairs for Water Wells 3 & 4, YR1965 .HllIll. i " I , .1' 182 ORDINANCE NUMBER 852 ' AN ORDINANCE FINDING AND DETERMINING THE NECESSITY OF MAKING NECESSARY REPAIRS ON WATER WELLS 3 AND 4 OF THE CITY OF WEST UNIVERSITY PLACE BY REMOVING THE PUMPS, DISCHARGE COLUMNS, PUMP SHAFTING ,AND ELECTRIC MOTORS FOR INSPECTION AND REPAIR; DETERMINING THAT SUFFICIENT FUNDs HAVE BEEN APPROPRIATED IN THE 1965 BUOOET TO DEFRAY ~ EXPENSES OF MAKING SUCH REPAIRS; DETERMINING THAT THE INSPECTION AND WORK OF REMOVING SAID PUMPS AND ELECTRIC MOTORS CAN BE ACCOMPLISHED EFFICIENTLY'AN'D ECONOMICALLY ON A.FORCE ACCOUNT BASIS; SELECTING THE ,FIRM OF JAYNE-TEXAS COMPANY, INC., AND THE FIRM OF HOUSTON ARMATURE WORKS,' ,TO PROVIDE SAID INSPECTION AND WORK BY FURNISHING THEIR SERVICES AS INDEPENDENT CONTRACTORS: AND FINDING AND DECLARING THE URGENCY OF THE WORK. o WHEREAS, the City Manager of the City of West University Place has brought to the attention of the City Commission the necessity and de- sirability of having certain necessary repairs and replacement made to water wells 3 and 4 of said city; and WHEREAS, upon study and. examination by the City Commission of records maintained on the repair and operation of water well 3, it has been de- Ur-l, termined that the last work performed on such well was April 23, 1953, at which time a new electric motor, pump, discharge column and shafting was installed and no major repairs have been made since that time; and WHEREAS, upon study and examination by the City Commission of records maintained on the repair and operation of water well 4, it has been de- termined that the last work performed on the pump and motor on water well 4 was on January 8, 1957, at which time the pump was lowered to a depth of 360 I by the installation of additional discharge column and shaft, and performing other needed repairs; and WHEREAS, the summer season is approaching, during which time excessive demands may be made on water wells 3 and 4 to ~roduce additional quantities of water for use and consumption by residents. " NOW, THEREFORE BE, IT ORDAINED BY, THE CITY COMMISSION OF THE CITY OF WEST UNIVERSITY PLACE, TEXAS Section 1: That the City Commission of the City of West University Place hereby finds and determines -that the necessity,exists for removing the electric motors, pumps and discharge columns and pump shafts from water wells 3 and 4 for inspection and repair; in accordance with the recommendation of the City Manager and based upon records of the city indicating the dates on which maintenance last occurred on said water wells and equipment further justifies action of the City Commission in selecting qualified, independent contractors to remove the electric~motors, pumps, discharge columns and shafting from water wells 3 and 4 to determine and perform the necessary repai-r, replacement and maintenance. ~, tLJ rjl w. n LJ Ci~ I . I i ------.:1._ Ll '183 Section 2: That the sum of $4,300.00, as an estimated amount for the cost of removing, repairing and replacement of the electric motors, pumps, discharge columns and shafting in water wells 3 and 4, has been appropriated in the 1965 budget of the Water Fund to defray such expense. Section 3: That the services of Layne-Texas Company, Inc. are hereby engaged for the purpose of removing the pumps, discharge columns and shafting and making necessary repairs and replacements to water wells 3 and 4, said charges for work to ,be performed in accordance with Layne-Texas Company, Inc. Standard Service Contract Schedule CB 114, Class R, which sets forth the charges for rig, crew and associated services, exclusb:e of eharges for parts and materials. '.;, ,Section 4: That the services of Houston Armature Works are hereby en- gaged for the purpose of inspecting, cleaning and repairing the 50 hp electric motor from well 3 and the 200 hp electric motor from well 4 in accordance with their' standard service contract schedule. Section 5: That parts and material required in repairing the electric motors, pumps, discharge eoluma, shafting and appurtenances is unknown, and can only be determined after removal from the wells and inspection. There- fore, after inspection is made and the quantity of replacement. items':is dE?termine_d, cosi:;-of such new parts or items shall be agreed upon by a repre- sent'ative of the city and the contractor, before ordering same, and that the cost. of such replacement parts or items shall be paid from funds appropriated in this ordinance. ' . Section 6: The Mayor' and City Manager are hereby authorized and directed to ~nter into a writ;ten agreement with the Layne-Texas Company, Inc., and the Houston Armature Works alf;oHouston, Texas, to perform the necessary work, furnish material and parts for electric motors and pumps of water wells 3 and 4; including the removal of'the pumps, motors, columns, and shafting" and rehabilitation of the wells in order that they will operate in a satis- , factory manner. ' Section 7: That because of an impending threat to, and the possibility of, a pump or well failure, an urgency is now determined to exist, and therefore this'ordinance shall become effective immediately upon its passage and approval.
