ORDINANCE NUMBER 851
AN ORDINANCE AUTHORIZING THE CITY MANAGER TO ACT ON BEHALF
OF THE CITY OF WEST UNIVERSITY PLA.f:E AND TO EXECUTE ALL
INSTRUMENTS NECESSARY TO EXTEND SOCIAL SECURITY COVERAGE
FOR ALL MEMBERS OF THE POLICE AND FIRE DEPARTMENTS WHO
VOTED FOR COVERAGE IN ,THE REFERENDUM DATED DECEMBER 15,
1964 AND ALL POLICEMEN AND F~ ENTERING EMPLOYMENT
SUBSEQUENT TO THE REFERENDUM, PURSUANT TO AGREEMENTS WITH
THE STATE DEPARTMENT OF PUBLIC WELFARE FOR FEDERAL OLD
AGE AND SURVIVORS INSURANCE BENEFITS UlWER .THE PROVISIONS
OE:::APPLICABLE S~A'1,'E ,AND FEDERAL LAWS; DIRECTING THE CITY
. TREASURER TO MAKE 'SUCH "ADDITONAL OR SUPPLEMENTARY ASSESS-
MENTS, COLLECTIONS AND . REPORTS AS MAY BE NECESSARY TO
PROVIDE COVERAGE FOR POLICEMEN AND FIREMEN; AND ORDERING
THE ALLOCATION AND SE'l'TING ASIDE IN THE REGULAR CITY
DEPOSITORY IN THE FUND. KNOWN AS THE CITY OF WEST UNIVERSITY
PLACE SOCIAL SECURITY FUND OF SUCH ADDITIONAL ~ONEY FROM
AVAILABLE FUNDS AS MAY BE ,NECESSARY TO PROVIDE SOCIAL
SECURITY COVERAGE FOR ELIGIBLE POLICEMEN ANi> FIREMEN
OF THE CITY OF WEST UNIVERSITY PLACE; .AND DECLARING AN
EMERGENCY.

SECTION l. That Whitt Johnson, City Manager, is hereby authorized
on behalf .of the City of West University Place, to execute and enter into
all necessary OJ;' ,supplementary or amendatory agreements with the State
Department of Public Welfare, for the purpose 0:1;' extending to and including
social security coverage for all members of the Police and Fire.D.epartments
who voted for covera~e in,~the referendum dated December 15, 1964 and all
policemen and firemen entering employment subsequent to the referendum.
SECTION 2. That the C;i.ty Treasurer, William Dittert, Jr., is
hereby directed to make such assessment, c011ections, payments and reports
as may be J;'equired by, th~ State Departm~nt of Public, Welfare to provide
social security coverage for eligible policemen and firemen of the City
of, West University Place, Texas.
SECTION 3,. That a sufficient sum of money be allocated and set
aside from availabla funds for the purpose of providing social security
coverage for all JIlembers of the Police and Fire Departments who voted for
coverage in the referendum dated December 15, 1964, and all policemen and
firemen entering employment subsequent to the referendum, such money so
allocated and set aside to be known as a part of the City of West University
Place, Texas' Social Security Fund, wbich fund/shall.:, be set aside and main-
tained in the regular City depository.

SECTION 4. The fact that the benefits accruing to the City and
its employees by including social security coverage for eligible policemen
and firemen are,lJ,rgently needed, creates an emergency which for the immediate
pre,servation of the public peace, health and safety requir$s this ordinance
become effective retroactive to JanuaJ;'y 1, 1965, and it is so ordained.
