The City of West University Place's Code Enforcement Division received the initial complaint on 2630 Tangley on 04/27/2002. An inspection of the property, a search of H.C.A.D. and city tax records, and beginning attempts at establishing contact with the property owner, Constance R. Colley, are begun. Contact is finally established with the property owner on 05/28/2002 at 0903 hrs. via phone conversation. The property owner is notified of the violations present and actions necessary to bring the structure into compliance. Several trips are made to the property owner's second H.C.A.D. listed address, 318 Knipp Road, to serve municipal citations for lack of action on the conditions of the premises with negative results. A certified letter is sent on 05/06/2003 to again notify the property owner of the condition of the property and requesting that corrective action be taken on the property. 2. An administrative search warrant is executed on 05/11/2004, with the photographic evidence taken being presented to the City of West University Place's Building& Standards Commission at their meeting on 08/05/2004. The property owner, through her attorney, agrees to demolish the house and all appurtenant structures within one hundred and twenty(120) days of the meeting. 3. The property owner, Ms. Constance R. Colley, arrives at 3826 Amherst on 01/03/2005 with a faxed demolition contract from Cherry Demolition signed and dated on 12/30/2004. No time frame is given on the contract for the demolition, and a survey of the property, along with a completed tree disposition have not been submitted to the city for review as of 01/04/2005, 1030 hrs. The property, as of 01/04/2005, has not been secured, repaired, or demolished. Colley, be given ten (10) calendar days from day of the meeting to have the house and all appurtenant structures demolished, all debris removed, and the lot grade for drainage, or be levied with daily fines to encourage compliance with the B.S.C. directive from the August 5, 2004 meeting. As you are aware from your packet that was delivered yesterday, Ms. Colley has a signed contract from Cherry Demolition dated 12/30/2004. Since she has a contract, we would like to give her the opportunity to follow through and save her(and the city) the abatement costs and all other applicable fees that would be levied if the house is demolished through the city taking adverse action. As you can see from the timeline provided in your packet, Ms. Colley has been given a substantial amount of notification and time to rectify this problem, and any further delay beyond the proposed ten (10) day deadline would not likely serve any useful purpose.
