Meeting Minutes
December 3,2015

[Call to Order] Steve Brown called the meeting to order at 6:00 p.m.
1. Notices, Rules, Etc. Steve Brown welcomed BSC members, staff and visitors to the
meeting. There were introductions of BSC members and staff.
2. Meeting minutes. Frank Griffin made a motion to approve the November 5, 2015
meeting minutes. Charles Marshall seconded. AYES: Steve Brown, Frank Griffin, Kris
Westbrook, Charles Marshall and Connie Clark. NOES: None. ABSTAIN: None.
Meeting minutes approved.
3. Base Flood Elevations and Related Matters. Clay Chew stated City Council requested
Building and Standards Commission to review the existing finished floor requirements in
relation to the base flood elevation. The current ordinance requires the finished floor
elevation to be at or above base flood elevation. There are some cities that require an
additional 1-2 feet above base flood elevation which is known as "freeboard". The
existing requirements were reviewed jointly by the Building and Standards Commission
and Zoning and Planning in 2006 and 2007. Some of the concerns then were the need for
fill to elevate structures; the impact on drainage of surrounding properties; the possible
impact to maximum height requirements for structures (which presently is 35 feet above
standard base level which is natural grade) and the hardships that may be created for
existing structures that are substantially improved and would be required to meet the
higher finished floor elevation. There was general discussion regarding these items. There
was also general discussion regarding how much of the City is in the 100 year flood plain.
Clay Chew stated a third of the City is located in the 100-year flood plain. There were
212 new home permits issued since 2012. Only 26 of these new homes are located in the
100-year flood plain. There was not a consensus for or against the increase in the base

flood elevation. The Building and Standards Commission asked Building Official, Clay
Chew to provide additional information for the next meeting.
