March 16th, 2005
MEMBERS PRESENT: Bryant Slimp, John Ayres, Dr. Peter Benjamin, J. Denis Powers, Muddy
McDaniel and Kevin McMahon.
MEMBERS ABSENT: David Flame and Brian Hoogendam.
COUNCIL LIASION: Mike Woods(absent.)
STAFF PRESENT: Annette Arriaga,Dennis Mack, and Jim Dougherty.
GUESTS PRESENT: None.
[Call to Order.] With a quorum,present Bryant S limp called the meeting to order at 5:35 p.m.
1.) Special Meeting. Bryant Slimp went over the previous workshop on the proposed
foundation amendments.Jim Dougherty handed out the latest document; amendments to
the Standard Codes Schedule regarding foundations dated 03-16-05a.Note: Base draft
includes the proposed new Section 3 as of 11-29-04; additional revisions after that date
are marked in text.
Jim Dougherty reviewed the draft and went over the tabled on the foundation basic types.
BSC like the draft by Jim Dougherty. It showed the approved basic types, Geotechnical
report specified and special engineering certifications required.
BSC discussed the 1- inch PVR, 6-inch void boxes,the insurance requirements and issue
for the engineers.
John Ayres thinks that the insurance is a good thing and that it should be ill mated.
Muddy McDaniel stated that it is a good force and a good idea to require it.
BSC agreed to approve the amendments to the Standard Code Schedule regarding
foundations as amended dated 03-16-05a.
Dennis Mack stated that the foundations amendments would be on the March 28"'city -
council agenda.
Jim Dougherty stated that we have to follow a few formal procedures; first you have to
have a proposal by the CBO, a referral to the Building and Standards Commission,
consideration by City Council and adoption and publication by the city charter.
The proposal: Dennis Mack formally proposes that the draft of the foundation ordinances
dated 03-16-05 with corrections be officially referred to the Building and Standards
Commission.
Motion: A motion to except Dennis Mack's proposal and referral to adopt the
amendments to the Standard Codes Schedule regarding foundation with revisions dated
03-16-05a and refer this to City Council for favorable recommendation from the BSC.
John Ayres motioned first to approve. J. Denis Powers seconds the motion. k
