HomeMy WebLinkAbout042715 CC MinThe City of West University Place A Neighborhood City CITY COUNCIL Bob Fry, Mayor Susan Sample, Mayor Pro Tem Ed Heathcott, Councilmember Joan Johnson, Councilmember Dick Yehle, Councilmember STAFF Michael Ross, City Manager Alan Petrov, City Attorney Thelma Lenz, City Secretary CITY COUNCIL MEETING MINUTES The City Council of the City of West University Place, Texas, met in a special meeting /workshop and regular meeting on Monday, April 27, 2015, in the Municipal Building, 3800 University, West University Place, Texas beginning at 5:45 p.m. SPECIAL MEETING (held in the Bill Watson Conference Room at 5:45 p.m.) Agenda Items were as follows: Call to Order. Mayor Fry called the meeting to order at 5:46 p.m. in the Council Chamber Conference Room. Council and Staff in attendance were: Mayor Fry, Mayor Pro Tem Sample, Councilmember, Yehle, City Manager Ross, City Secretary Lenz, City Attorney Petrov, Assistant City Manager /Public Works Director Peifer, and Police Chief Walker. Councilmember Heathcott did not attend the special meeting /workshop. Councilmember Johnson was absent. 1. City Facilities Master Planning — Real Estate Matters related to the value or transfer of real property and other real estate matters with the West University Baptist Church and other properties in the 3800 blocks of University and Amherst. Recommended Action: Discuss and take any desired action. At 5:45 p.m., Mayor Fry recessed the special meeting /workshop and convened into executive session in accordance with Section 551.072 in Chapter 551, Open Meetings Act, of the Texas Government Code (discussion about the value or transfer of real property and other real estate matters) and Section 551.071 in Chapter 551 of the Texas Government Code (consultation with legal counsel to seek or receive legal advice). Present for Executive Session were: Mayor Fry, Mayor Pro Tem Sample and Councilmember Dick Yehle, City Manager Ross, City Attorney Petrov, City Secretary Lenz, and ACM /Public Works Director Peifer. At 6:26 p.m., Mayor Fry closed the executive session and reconvened the special meeting /workshop. 2. Adjourn With no action taken, Mayor Fry closed the special meeting /workshop at 6:26 p.m. City Council Minutes, April 27, 2015 REGULAR MEETING (held in the Bill Watson Conference Room at 6:30 p.m.) Agenda Items were as follows: Call to Order. Mayor Fry called the meeting to order at 6:30 p.m. in the Council Chambers. Council and staff in attendance were: Mayor Pro Tern Sample, Councilmembers Heathcott and Yehle, City Manager Ross, City Secretary Lenz, City Attorney Petrov, Assistant City Manager /Public Works Director Peifer, Police Chief Walker and Recreation Manager Bakes. Councilmember Johnson was absent. Councilmember Heathcott joined the regular meeting and led the Pledge of Allegiance. Secretary Lenz confirmed that the Notice of the workshop and regular meetings was duly posted in accordance with the Texas Government Code, Chapter 551. 3. Public Comments This was an opportunity for citizens to speak to Council relating to agenda and non - agenda items. There were no comments from the public. 4. National Water Safety Month Matters related to proclaiming May 2015 as Water Safety Month in West University Place, Texas. Recommended Action: Proclaim May 2095 as National Water Safety Month in West University Place. Recreation Manager Bakes presented and stated that this is the time to recognize and support water safety in West University Place. Mayor Fry read the proclamation and proclaimed May 2015 at Water Safety Month in West University Place. The presentation was followed by a photo op. 5. Consent Agenda All Consent Agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council member requests in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. A. City Council Minutes Approve City Council Minutes of April 13, 2015. Recommended Action: Approve Minutes. B. Houston Surface Water Rate Increase Matters related to adopting an ordinance increasing the City's surface water rates on second and final reading. Recommended Action: Approve Ordinance on the second and final reading. C. Lemonade Day Proclamation Matters related to proclaiming May 3, 2015 as Lemonade Day in West University Place, Texas. Recommended Action: Proclaim May 3, 2015 as Lemonade Day in West University Place. Councilmember Yehle moved to approve the Consent Agenda as presented. Councilmember Heathcott seconded the motion.
