Meeting Minutes
December 4,2014
MEMBERS PRESENT: Steve Brown, Sylvette Bobb, Vernon Tyger, Frank Griffin,
Charles Marshall, Kris Westbrook, Muddy McDaniel and
Bruce Beneke
MEMBERS ABSENT: Denny Powers
STAFF PRESENT: Chief Building Official Clay Chew, City Attorney Alan
Petrov and Permit Technician Josie M. Hayes
GUEST PRESENT: Councilman Dick Yehle
[Call to Order] Steve Brown called the meeting to order at 6:00 p.m.
1. Notices, Rules, Etc. Steve Brown welcomed BSC members, staff members and visitors
to the meeting. There were introductions of BSC members and staff. Alternate voting
member was Muddy McDaniel.
2. Meeting minutes. Vernon Tyger made a motion to approve the October 2, 2014 meeting
minutes with corrections. Frank Griffin seconded. AYES: Steve Brown, Sylvette Bobb,
Vernon Tyger, Frank Griffin and Muddy McDaniel (A-A). NOES: None. Meeting
minutes approved.
3. Fences at Major Thoroughfares.There was general discussion regarding the proposed
changes to the ordinance regarding fences at major thoroughfares. Frank Griffin stated he
did not understand what a secondary street was. Vernon Tyger drew a diagram illustrating
a secondary street. Clay Chew explained what the current setbacks are for, where current
fences can be located on the property, what areas are considered major thoroughfares and
visibility triangles. Steve Brown asked if something could be added to the ordinance with
limitations to protect the homeowner from arbitrary action. Clay Chew stated if the
applicant doesn't agree with his decision, then they can provide a traffic study. Alan
Petrov stated the applicant can always appeal the Building Official's decision. Clay Chew
stated wrought iron fences have been approved in certain areas in the past where there
were driveways or tree issues.

Steve Brown asked for a motion to approve the proposal with the modified changes and forward
to City Council for approval. Vernon Tyger made a motion to approve all recommended
changes. Sylvette Bobb seconded. AYES: Steve Brown, Sylvette Bobb,Vernon Tyger, Frank
Griffin and Muddy McDaniel. NOES: None.Motion passed.
4. Nuisance Signs. Steve Brown stated the objective is to provide a specific authorization for the
City to dispose of nuisance signs. Clay Chew stated nuisance signs have gone unclaimed and have
been disposed of in the past.The Code of Ordinances does not specifically grant the disposal of
signs.Code Enforcement asked that there be some words added to the existing ordinance so the
City can dispose of the signs. The City does not have a place to store these signs and someone has
to be present to pick them up if we did keep them.Typically they are disposed of right away. Alan
Petrov stated it's basically a codification of the City's practice of what has been done in the
previous years.There was general discussion regarding the current ordinance. Steve Brown asked
for a motion to approve all recommended changes made to Chapter 6, Section 6-24 and forward to
City Council for approval. Vernon Tyger made a motion to approve all recommended changes.
Muddy McDaniel seconded. AYES: Steve Brown, Sylette Bobb, Vernon Tyger, Frank
Griffin and Muddy McDaniel. NOES: None.
There was general discussion regarding changing the January BSC meeting. Vernon
Tyger made a motion to change the January 1, 2015 meeting to January 15, 2015 if we
received any applications. Sylvette Bob seconded. AYES: Steve Brown, Sylvette Bobb,
Vernon Tyger, Frank Griffin and Muddy McDaniel. NOES: None. Motion approved.
[Adjournment]
Vernon Tyger made a motion to adjourn. Frank Griffin seconded. AYES: Steve Brown, Sylvette
Bobb, Vernon Tyger,Frank Griffin and Muddy McDaniel.NOES:None. Meeting adjourned at
6:57 p.m.
