Meeting Minutes
October 2,2014
MEMBERS PRESENT: Steve Brown, Vernon Tyger, Sylvette Bobb, Denny
Powers, Charles Marshall (Alternate-1), Muddy McDaniel
(Alternate-3) and Bruce Beneke(Alternate-4)
MEMBERS ABSENT: Chris Westbrook and Frank Griffin
STAFF PRESENT: Chief Building Official Clay Chew and Permit
Technician Mike Morris
GUEST PRESENT: None
[Call to Order] Steve Brown called the meeting to order at 6:00 p.m.
1. Notices, Rules, Etc. Steve Brown welcomed BSC members, staff members to the
meeting. There were introductions of BSC members, visitors and staff. Alternate Voting
members Charles Marshall.
2. Meeting minutes. Denny Powers made a motion to approve the September 11, 2014
meeting minutes with minor corrections, Sylvette Bobb seconded. AYES: Steve Brown,
Vernon Tyger, Sylvette Bobb, Muddy McDaniel and Charles Marshall (A-1) NOES:
None.
3. Electronic signage, amend Chapter 6, Section 6-24. Steve Brown explained that the
purpose of these meetings is to put together a proper proposal in regards to electronic
signage in West University Place. Steve Brown asked Clay Chew if the city attorney had
reviewed the proposed changes in regards to Appendix A. Clay Chew replied yes. Steve
Brown and Clay Chew discussed technicalities on how to propose the ordinance changes
to City Council. BSC members went on to discuss various interpretations of the proposal.
Steve Brown asked about the definition of residential impact site. Clay Chew read from
the definition. BSC discussed various punctuation and wording changes. BSC went on to
discuss specific zoning areas.BSC made a consensus to change the verbiage to read
residential district. BSC went on to discuss existing signage. BSC made a consensus to

include the definition of nits. Steve Brown did a review of all the recommended changes
made to ordinance and asked for a motion to approve.
Charles Marshall made motion to change S.F.R. to residential and add definition of nits within
the ordinance. Denny Powers so moved. Sylvette Bobb seconded.AYES: Steve Brown,Vernon
Tyger, Sylvette Bobb, Muddy McDaniel and Charles Marshall (A-1) NOES: None.
Steve Brown made motion Vernon Tyger so moved to approve the ordinance change Sylvette
Bobb seconded. AYES: Steve Brown, Vernon Tyger, Sylvette Bobb, Muddy McDaniel and
Charles Marshall (A-1) NOES: None.
4. Masonry Fences. Chapter 18, Section 18-210. Steve Brown started the discussion
regarding minor punctuation and wording changes to the proposed ordinance. BSC did an
overview of previous discussions and changes made to the ordinance proposal. BSC agreed to
add minor verbiage changes to the proposed ordinance.Vernon Tyger excuses himself from
meeting. BSC and Clay Chew went on to discuss minor technical engineering types and wording
changes to the ordinance. Steve Brown did a quick review of wording and discussed punctuation
changes.
Steve Brown asked for motion to approve all changes made to Chapter 18, Section 18-210 and
present to City Council. Sylvette Bobb made a motion to approve all recommended changes.
Charles Marshall seconded. AYES: Steve Brown. Sylette Bobb, Muddy McDaniel and
Charles Marshall (A-1) NOES: None.

Charles Marshall made a motion to adjourn. Sylvette Bobb seconded. AYES: Steve Brown,
Sylvette Bobb, Muddy McDaniel and Charles Marshall (A-1) NOES: None.
