Hayes GUEST PRESENT: No guest present [Call to Order] Steve Brown called the meeting to order at 6:00 p.m. 1. Notices, Rules, Etc. Steve Brown welcomed BSC members and staff members to the meeting. Steve Brown stated Bruce Beneke would be the alternate voting member. 2. Meeting Minutes. Frank Griffin made a motion to approve the January 9, 2014 meeting minutes. Bruce Beneke seconded the motion. AYES: Steve Brown, Sylvette Bobb, Denny Powers, Frank Griffin and Bruce Beneke. NOES: None. ABSTAIN: None. Motion approved. Denny Powers made a motion to approve the August 7, 2014 meeting minutes with the recommended changes. Frank Griffin seconded the motion. AYES: Steve Brown, Sylvette Bobb, Denny Powers, Frank Griffin and Bruce Beneke. NOES: None. ABSTAIN: None. Motion approved. 3. Electronic Signage.There was general discussion regarding the format and wording of the proposed ordinance. There was discussion regarding how any existing signs that were not in compliance would be affected when the new proposed ordinance is approved. Steve Brown stated they would be grandfathered. There was general discussion regarding how the brightness of electronic signs would be measured. Clay Chew stated the City would have to purchase a device that measures the brightness. Sylvette Bob made a motion to approve the recommended changes to the proposed electronic sign ordinance. Denny Powers seconded the motion. AYES: Steve Brown, Sylvette Bobb, Denny Powers, Frank Griffin and Bruce Beneke. NOES: None. ABSTAIN: None. Motion approved. 4. Masonry Fences. There was general discussion regarding the proposed masonry fence ordinance. Clay Chew stated there needed to be changes done to Section A; 1 thru 4 after TOP WORK PLACES 3800 University Boulevard I West University Place, TX 77005 I www.westutx.gov The City of`vest University Place it Neighborhood hood(41 speaking to an engineer. There was discussion regarding if the City should allow CMU blocks to be used. Clay Chew stated the City could not enforce aesthetics. Bruce Beneke stated he thought a professional structural engineer should set the parameters for the requirements to build masonry fences. Steve Brown asked Clay Chew to make the recommended changes and bring it back at the next meeting to have BSC review the changes before approving the proposed ordinance.
