City Attorney Petrov was absent. Mayor Pro Tam Sample led Ole Pledge of Allegiance. Secretary Lenz confirmed that the Notice of Me meeting was duly posted in accordance with the Texas government Cade, Chapter 551. 1. Public Comments This is an opportunily for citizens to speak to Council relating to agenda and non - agenda items. There were no public commands. 2. Cerfified Appraisal Roll Matters related to a resolution acknowledging receipt of appraisal roll, assessor collectors certificate. RerommeMed Acflon: Appove resolution milici ledging, rernipf of appreisal mil City Manager Ross presented and stated that Mrs is procedural for Council to accept and review the 2014 Certified Appraisal Roll, to review and accept Ole 2014 Certification of Ole Estimated of Collection Rates from Harris County's Tax Office and to review and accept the 2014 Notice of Effective and Rollback Tax Rates as calculated by the Countys Tax Asaeasm/Colle ttor. Councilmember Yehle moved approval of the resolution acknowledging receipt of the 2014 Appraisal Roll, the 2014 Continuation of Estimated Collection Rate and the 2014 Notice of Effective Tax Rate and related information. Counalmember Johnson seconded the motion. MOTION PASSED. Ayes: Fry. Heathcofl, Johnson, Yehle Nees: None Absent: Sample City Council Minutes. September, 2x114 3. Record! City Manager Ross presented and said this resolution is following through with the recommendation from staff Waco on the assessed values and current effective rollback tx rates as calculated by the Hands County Tax Assessor. He mid staff is recommending that staff adopt a resolution reducing the current tax rate from 0.37400 to a rate not to exceed 0.36170 and to call for the necessary public hearings. City Manager Ross said 4 Council chooses, it can go as high as 0.36179 which is Oe exact rollback rate, but staff is recommending the 0.36170. Councilmember Yehle moved to adopt the resolution reducing the current tax rate from 6.37406 to a rate not to exceed 0.36170 and call the necessary public hearings. Mayor Pm Tem Sample seconded the motion. Councilmember Yehle spoke to say that because Council has not viewed the Budget, he would like to request that his recommendation be amended to have a not to exceed amount at the maximum rata of 0.36179. Councilmember Johnson musical the motion. MOTION PASSED. Ayes: Fry, Sample, Heathcotl. Johnson, Yahle Noes: None Absent None Note: After the vote on Item 4, Council resisted this item in order to set the datesltimes for the Public Hearings on the proposed tax rata. After discussion to confirm the da minnes, Counclmember Yehle moved to schedule the first Public Hearing on the proposed tax rate on Thursday, September 18, 2014 at 5:15 p.m. and for the second hearing on Monday, September 22, 2014 at 6:30 p.m., to be held in the Council Chambers. Councilmember Heathcott seconded the motion. MOTION PASSED. Ayes: Fry, Sample, Heathcotl, Johnson, Yehle Noes: None Absent: None 4. Schedule Public Hearing on Sectoret Matters named to scheduling a public hearing to hear comment on fine 2015 City Budget. Recommended Action: Schetlub a public hearing An September 22, 2014 to hear romments on the City' 2015 Butlget. City Manager ROSS presented and said staff recommends that Council set the date for the Public Hearing on the Budget for September 22, 2014 at 6:30 p.m., at the City of West University Place City Hall located at 3800 University Boulevard, West University Place, Texas 77005. Councilmember Heathcotl moved to set the public heading on the Budget at the date ime recommended by staff. Counalmember Johnson seconded fine motion. MOTION PASSED. Ayes: Fry, Sample, Hemmed, Johnson, Yeble Noes: None Absent : None 2 of City Council boom, September S. 2014 S. TML InteraovernmerRal Risk Pool Board of Trustees Matters related to the official ballot for the election of Places 1 — 4 of the Board of Trustees for the Terns Municipal League Intergovernmental Risk Pool. City Manager Ross presented and, after discussion, Councilmember Heathcolt moved that City Council cast its vote for Robert Herrera, Place 1; John Pullen, Place 2: George Shackelford. Place 3: and Peter Vargas, Place 4. Mayor Pre Tom Sample seconded the motion. MOTION PASSED. Ayes: Fry, Sample, Heathcoff, Johnson, Yehle Noes: None Absent: None 6. Consent Agenda All Consent Agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council member requests in which event the item will be removed from Pie Consent Agenda and considered in its normal sequence on the agenda. A. City Council Minutes Approve Minutes of August 25, 2014 City Council Meeting and Spacial MeatingAVOrkshop of August 29, 2014. Councilmember Yates spoke to say that the Minutes have been amended on Page 2 to specify that "swore structures; as related to the City's salary ranges, mean "public safety worker.' He then moved to approve the Minutes as amended. Mayor Pro Tern Sample seconded the motion. MOTION PASSED. Ayes: Fry, Sample, Heathcoft, Johnson, Yehle Noes: None Absent: None T. Count ib Manner Reekyrts In response to Counclmember YeMe's request for clarification on the time for Saturday, September 13, 2014 Budget Workshop, City Manager Ross said the start time is 8 Do a.m. After discussion, however, due to the ceremony at 10:30 a.m. for Jon Travellers, Counclmember Johnson suggested, and Council agreed, to a start time of 7:30 a.m. Councilmember Johnson announced that she and Mayor Pro Tom Sample attended the TML Regional Meeting and both stated shat 0 was a great and informative conference.
