Meeting Minutes
June 5, 2014
MEMBERS PRESENT: Steve Brown, Denny Powers, Vernon Tyger,Frank Griffin,
Chuck Marshall, Muddy McDaniel and Bruce Beneke
MEMBERS ABSENT: Sylvette Bobb and Kris Westbrook
STAFF PRESENT: Interim Building Official Clay Chew and Permit

GUEST PRESENT: Councilwoman Joan Johnson and Moria Bell
[Call to Order] Steve Brown called the meeting to order at 6:00 p.m.
1. Notices, Rules, Etc. Steve Brown welcomed BSC members, visitors and staff members
to the meeting. There were introductions of BSC members, visitors and staff. Steve
Brown stated Chuck Marshall would be the alternate voting member. Steve Brown
proposed to cancel the July 3, 2014 meeting if there are no applications submitted. If an
application is received, the meeting date would be changed to the following week, July
10, 2014. Vernon Tyger made a motion to move the next BSC meeting of July 3, 2014 to
July 10, 2014 if necessary. Denny Powers seconded the motion. AYES: Steve Brown,
Denny Powers, Vernon Tyger, Frank Griffin and Chuck Marshall. Motion approved.
Steve Brown stated the City Council has asked BSC to meet with them at the July 28,
2014 meeting to discuss their goals.
2. Electronic Signage. Clay Chew stated City Council has asked BSC to review electronic
signage. The existing electronic sign ordinances for Bunker Hill, Hunters Creek Village,
Piney Point, Alamo Heights, Spring Valley, Highland Park, Terrell, Anna City and
Abilene were discussed. Frank Griffin stated our current sign ordinance is not reflective
of the current technical methods of measuring the brightness of electronic signage and the
entire ordinance needed to be reviewed and amended. There was general discussion
regarding allowing electronic signage only in commercial zoned districts and not in
residential zoned districts. Moria Bell stated they made an application last summer for
West University Methodist Church at 3611 University to install an electronic sign but it
was denied. She wanted to attend the meeting to hear BSC's comments and thoughts.
There was general discussion on how electronic signs were measured. Steve Brown asked
that BSC members review the existing sign ordinance to familiarize themselves with it

and that Clay Chew draft up the proposed sign ordinance for the next meeting for
discussion.
3. Masonry Fences. Clay Chew stated masonry fence permit applications have been denied
in the past due to not meeting the prescriptive design criteria of our code or the damage a
monolithic foundation would do to tree roots. An alternate method of supporting this type
of fence would be beneficial for residents and contractors by providing flexibility in
design and application. The proposed ordinance amendment, which contains provisions
for an engineered design meeting windstorm and tree preservation/protection regulations,
was discussed. Steve Brown asked that Clay Chew get with the city attorney to make sure
the references to the building code and tree ordinances are properly stated from a legal
point of view and John R. Brown's recommended corrections from the January 9, 2014
meeting are inserted. Steve Brown asked that these changes be made and bring it back to
the next meeting for approval.
