The City Council convened in Special Session in the Municipal Building Council Chambers (3800 University Blvd.) on August 19, 2002, with the following members present: Mayor Lewis presiding, Council Members May, Farley, Griffin, and Jackson. The Interim City Manager, City Secretary, Finance Director, Interim Public Works Director, Management Analysis were also present. The notice for this meeting was posted in accordance with the Texas Government Code, th Chapter 551, on the 15 day of August 2002 at 12:00 p.m. Resolution concerning Appraisal Roll, Tax Rate, etc. Matters related to the 2002 Appraisal Roll, effective tax rate, etc. Finance Director Walter Thomas reported that the Truth in Taxation laws requires the City Council to acknowledge the receipt of the certified appraisal roll from the Chief Appraiser. The same laws require the City’s Tax Assessor to inform the City Council about two comparative tax rates. The effective tax rate is essentially the rate that the City would levy to generate the same property tax revenue as the preceding tax year. The roll back tax rate is the effective tax rate adjusted for changes in the City’s debt service. These rates provide information to the Council about the City’s tax revenues. They also provide triggers for additional required publication of information about the City’s property taxes and, in some cases, an opportunity for the citizens to invalidate a proposed property tax increase. Failure to comply with the requirements of the Truth in Taxation laws could result in delays in assessing the 2002 property taxes or in injunctions against collecting 2002 property taxes. A motion was made by Council Member Farley, seconded by Council Member Jackson, to adopt Resolution 2002-08 acknowledging the receipt of the certified appraisal roll. A vote was taken on the motion with the following result: Voting Aye: Mayor Lewis, Council Members May, Farley and Jackson Voting Nay: Council Member Griffin Absent: None City Council Special Session, August 19, 2002 City finances, facilities, programs and the 2003 Budget. Matters related to city finances, facilities, programs and the 2003 Budget including revenues and expenditures for current and future years for all funds, and capital improvements and related programs and expenditures, including YMCA facilities and other park projects, police and public works facilities, street lighting, sidewalks, drainage and flood control, animal recreation facility, traffic and parking and other public improvements. Interim City Manager Michael Ross presented an overview of the proposed 2003 budget. The discussion included a list of service enhancements, the general fund, debt service, assessed values, property tax rates, revenues and future council actions. Mayor Lewis expressed concern over the increased rates in heath care benefits. She requested that the Staff review ways to reduce the amount of the City’s contribution. City Manager. Matters related to the appointment, employment, evaluation, reassignment and duties of a public officer or employee (City Manager) and related employment agreement. Closed Executive Session to be held under Section 551.074, Texas Government Code. The City Council convened in Executive Session at 7:11 p.m. The Executive Session was closed at 9:30 p.m. Adjournment. With no further business to come before the City Council at this time, a motion was made by Council Member Jackson, seconded by Council Member Lewis, to adjourn.
