CITY COUNCIL MEETING MINUTES
The City Council of the City of West University Place, Texas, met in a workshop and regular
session on Monday, April 28, 2014, in the Municipal Building, 3800 University, West University
Place, Texas beginning at 6:15 p.m.
Agenda Items were as follows:
Call to Order. Mayor Fry called the meeting to order at 6:15 p.m. in the Conference Room.
Council and Staff in attendance were: Mayor Pro Tern Sample, Councilmembers Heathcott,
Johnson and Yehle, Assistant City Manager /Public Works Director Peifer, City Secretary Lenz,
City Attorney Petrov, JRPB, Parks and Recreation Director O'Connor, and Assistant Public Works
Director Beach. City Manager Ross was absent.
SPECIAL MEETING/WORKSHOP
Workshop Agenda item was as follows:
1. Recyclina and Solid Waste Reduction Board
Matters related to the Recycling and Solid Waste Reduction Board's Work Plan. Recommended
Action: Discuss and take any desired action.
Recycling and Solid Waste Reduction Board ( RSWRB) Chair Orval Marlow presented the RSWRB
work plan:
• Work on educating residents regarding yard waste.
• Review current ordinances regarding solid waste and recycling, and recommend changes
to Council as needed.
• Work with Tri- Sports to establish a recycling educational program for both youths and
adults.
• Establish uniform recycling and trash collection containers for all City facilities. Work with
the Parks Board, Friends of the Parks and Tri - Sports regarding such collection containers.
• Reduce waste from the City's operations, including giving residents the ability to opt -in or
opt -out of paper publications by encouraging more residents to sign up for e- alerts.

• Work on a monthly e- newsletter that would be posted in a recycling section on the City's
website and distributed to those residents signed up to receive City notifications via e-
notify.
• Encourage residents to sign up for the City's e- notify to receive information relating to solid
waste and recycling.
At the end of Mr. Marlow's presentation, Mayor Fry announced that there was no time to
discuss the Board's work plan, because it was time for the regular meeting to start. He
suggested that the Board make more frequent presentations and ask Mr. Marlow to come
back before Council at the first Council meeting in June (2014).
With no further business to discuss, Councilmember Yehle moved to adjourn the Workshop at
6:30 p.m. Councilmember Johnson seconded the motion.

REGULAR MEETING (6:30 p.m. in the Council Chambers)
Agenda items are as follows:
Call to Order. Mayor Fry called the meeting to order at 6:32 p.m... Council and Staff in
attendance were: Mayor Pro Tern Sample, Councilmembers Heathcott, Johnson and Yehle,
Assistant City Manager /Public Works Director Peifer, City Secretary Lenz, City Attorney Petrov,
JRPB, Parks and Recreation Director O'Connor, Senior Services Manager Brooks, Recreation
Manager Bakes, Fire Chief Taylor, Recreation Specialist Whitty, and Assistant Public Works
Director Beach. City Manager Ross was absent.
Councilmember Johnson led the Pledge of Allegiance.
Secretary Lenz confirmed that the Notice of the workshop and regular meetings was duly posted
in accordance with the Texas Government Code, Chapter 551.
2. Public Comments
This is an opportunity for citizens to speak to Council relating to agenda and non - agenda
items.
There were no public comments.
3. National Volunteers and Older Americans Month
Matters related to a Proclamation to proclaim May, 2014 as National Volunteer Month and Older
Americans Month in the City of West University Place. Recommended Action: Proclaim May 2014 as
National Volunteer Month and Older Americans Month in West University Place, Texas.

Senior Services Manager Brooks presented and said every year the City takes the time to thank
and acknowledge the City's volunteers. She said without their help, the City wouldn't be able to do
as many of the programs offered.
Mayor Fry then read the proclamation and proclaimed May 2014 as National Volunteer Month and
Older Americans Month in the City of West University Place.
4. National Water Safety Month
Matters related to a Proclamation to proclaim May 2014 as National Water Safety Month in the City
of West University Place. Recommended Action: Proclaim May 2014 as National Water Safety Month in
West University Place, Texas.
Recreation Specialist Whitty presented this item and said in honor of Water Safety Month, staff
created a poster for the Recreation Center that encourages residents to pledge: (1) to never swim
alone, (2) to never dive head first into shallow water, (3) to always obey pool rules and (4) for
parents of non - swimmers to always stay within an arm's length of their children.
Mayor Fry then read the proclamation and proclaimed May 2014 as National Water Safety Month
in the City of West University Place.
5. Consent Agenda
All Consent Agenda items listed are considered to be routine by the City Council and will be
enacted by one motion. There will be no separate discussion of these items unless a Council
member requests in which event the item will be removed from the Consent Agenda and
considered in its normal sequence on the agenda.
A. City Council Minutes
Approve Minutes of April 14, 2014 City Council Meeting. Recommended Action: Approve
Minutes.
B. Memorial Day Meeting Date
Matters related to changing the May 26, 2014 meeting date to May 19, 2014 due to the
Memorial Day holiday. Recommended Action: Move the May 26, 2014 City Council meeting to May
19, 2014 due to the Memorial Day holiday.
C. Building Safety Month
Matters related to a Proclamation to proclaim May, 2014 as Building Safety Month in the City
of West University Place. Recommended Action: Proclaim April 2014 as Building Safety Month in
West University Place, Texas.
D. Inter - Jurisdictional Emergency Management Plan Resolution
Matters related to a Joint Resolution with Harris County for an Inter - Jurisdictional Emergency
Management Plan. Recommended Action: Approve the joint resolution with Harris County for an
inter jurisdictional emergency management plan.
Councilmember Johnson moved to approve the Consent Agenda as presented. Mayor Pro
Tern Sample seconded the motion. MOTION PASSED.

6. Council /City Manager Reports
Assistant City Manager Peifer reported that letters pertaining to house numbering compliance
were recently mailed to residents. He said 73.2 percent of the residents are compliant and of
the 26.8 percent that are not compliant, 40 of those have no numbering at all and they will be
the most targeted group. He said the second notices will be mailed soon and that a written
report will be provided to Council by the City Manager.
Councilmember Yehle said he attended the classical music concert on Friday night at Colonial
Park and said the River Oaks Chamber Orchestra Brass Quintet was great.
7. Adjourn.
With no further business, Mayor Pro Tern Sample moved to adjourn the meeting at 6:45 p.m.
Councilmember Heathcott seconded the motion. MOTION PASSED.
