The'Commission convened in cal1ed session on the foregoing date with
Mayor H. B.. Schlesinger presiding and Commissioners Plumb and Cockburn
and Secretary Camp in attendance.
Minutes of meetings held on .January 29th, February 12th, 19th, and 26th
were read by the secretary and upon motion', being made and duly seconded,
~ere declared approved.
The secretaTY presented two estimates in the amount of $32.50 and $24.00
from City Engineer J. H. Rafferty for approval, and upon motion being
made and duly seconded were declared approved.
The meeting was called for the purpose of hearing testimonies on the
enhancement of valuation to parcels of land abutting on certain streets
in West University Place Firs$ ~ddition proposed to be topped with a
two course bituminous surface. :A report from residentsengineer I. L.
Peabody on the present conditions, of 'streets proposed to be, topped
was read by the Mayor, and alsO;.,I'e o~ of City Secretary Thos. P. Camp
on the number 9f resident proper, j 'o\'I1lers who have filed a formal
protest, stating that the total '.c'entage of 14-12/17 % of al'l the
resident property owners had ~. ormal protest, and

The coUncil reviewed the prot~ made at hearings on February 26th
and Marah 4th, and after givtRg consideration to reports of the r~s-
ident Engineer and City Secretary and reviewing the testimonies of
experts, the hearing was declared closed, and,
The connciloverruled the protests filed, having affirmatively found
that benefibs to property will greatly exceed the total cost of im-
provements and that it is to the best interest to the city as a whole
that this improvement be done at this time. '
