HomeMy WebLinkAboutPRB Minutes 120413_Page_1WUP Parks and Recreation Board MINUTES DECEMBER 6, 2013 6:30PM REC CENTER - CONFERENCE ROOM TYPE OF Monthly Meeting MEETING Melissa Pifko Tim O'Connor - by proxy CHAIR SECRETARY Kevin Boyle, Moya Varner, Susan Reeves, David DeAnda, Melissa Pifko, Jon ATTENDEES Trevelise, Tracy Larson, Don Armstrong and Tim O'Connor (staff) Council Member, Dick Yehle VISITORS Call to Order: The meeting was called to order at 6:30 pm by the Chair Melissa Pifko. II. Approval of Minutes: The November meeting minutes were reviewed and approved as written. Motion: Susan Reeves / Second David DeAnda. III. Park Board Sub - Committee Assignments: No one volunteered to serve as the Board Secretary, so the decision was made to rotate the responsibility monthly. Melissa asked Tim to have a laptop computer available at the PB meetings, with a PB Meeting Minutes Template, so the meeting minutes can be completed by the conclusion of the meeting. Please reference the attached 2013 -2015 Parks Board Sub- Committee assignments document. IV. Board Member Updates: Moya Varner, Parks Board Park Neighbor Survey Sub - Committee Chair, presented an update on the effort that is currently underway to survey the 209 identified WUP residents who live within a one block radius of WUP parks. All "Park Ambassadors" reported that the parks they are responsible for all appeared to be in good order. V. Staff & City Council Updates: Councilman Dick Yehle presented the final draft of 1) a Resolution regarding the Naming Rights Policy and 2) the Tier I and Tier II Policy Statement. He thanked the board for taking time to review the documents and providing their comments. He stated that the development of a Naming Rights Policy would be beneficial to the fundraising efforts of the Friends of West University Place Parks, any future park and facility acquisition and development efforts and in generating revenue for offsetting the capital and operational expenses associated with the Parks and Recreation Department efforts. He stated that the current goal is to have a final policy document ready for presentation to the full City Council for their review and approval by early 2014. Councilman Yehle also updated the board on Councils vote in regard to the Green - Waste Fee and the Senior Fees for the WUP Recreation Center. Tim provided a brief update in regard to the Park Master Planning Project. The citizen survey has been finalized and will be launched in mid - January of 2014. Tim provided an update regarding the 2014 Fee Schedule — Schedule attached.
