CITY COUNCIL MEETING MINUTES
The City Council of the City of West University Place, Texas, and in specialMOrkshop and regular
Mastri on Monday, October T, 2013, in the Municipal Building, 3800 University, West Unasersily
Place, Texas beginning at 6:00 p.m.
Call to Order. Mayor Fry called the heeling to order at 6:00 p.m. Council and Staff in affen rance were:
Mayor Pro Tom Sample, Coundimembers Heaftort, Johnson and Yehle, City Manager Ross, Assistant
City Manager/Public Works Director Paper, City Aral Peal City Secretary Lem, Finance Director
Daugherty, and Police Chief Walker.
Coundlmember Yehle led the Pledge of Allegiance.
Secretary Lem confirmed that the NMice of the meeting was duty posted in acmMance earth fire
Teas Government Code, Chapter 551.

1. Public Comments
This Is an opportunity for cNrens to speak to Council relating to agenda and nonagenda Rums.
There were no public comments.
2. AaoWcn ofthe 2014 Budget
Matters related to an ordinance adopting the budget for the fiscal year beginning January 1, 2014 and
ending December 31, 2014 appropriating funds for such budget; containing findings and provisions
relating to me subject; and declaring an emergency.
City Manager Ross presented and dated that this budget appropriates $39,23,312 for opemtlorls,
debt service antl capital for the year beginning January 1, 2014 and ending December 31, 2014. The
details of Me budget appropriations were discussed in the Council budget workshop bald on
September 14. 2013 and, as required by State law, a public hearing was held on September 28.
2013, giving the citizens of West University Place an opportunity to participate in the budget process.
Councyroa mbar Yehle moved to approve an ordinance approving and adopting a budget for the fiscal
year beginning January 1, 2014 and ending December 31, 2014, appropriating funds for such budget
and containing findings and provisions related to the subject, The amount of the budget is
$39, 230, 312. Mayor Pro Tem Sample seconded the moron. MOTION PASSED.

3. Adoption of the 2013 Tax Hems
Madere related te an eminence approving and adopting the 2013 Tax Rate, and declaring an
emergency.
City Manager Ross presented and stated that the City's property tax rate of 37400 per $100 In
assessed value is necessary to fund the 2014 Budget. He um this is a 00011 decrease of Me tax
rzte adopted to support Me 2013 budget.
Counelmember Yehle moved Mat the presently tax new be increased by the adoption of a tax rate 0f
.37400, which effectively is a 2.08 percent increase in the tax rate and approve the ordinance
adopting the 2013 Tax Rate by deciding an magemy on Me fret and final reading.
CouncAmember Johnson seconded Me motion. MOTION PASSED.

4. Consent Agenda
All Consent Agenda 0ems listed are considered to be reudne by the City Council and will be enacted
by one motion. There will be no separate discussion of these items unless a Council member
requests in which event the Ilem will be removed from the Consent Agenda and considered in He
normal sequence on the agenda.

Matters related to rescinding Ordinance Number 1049 relating to setting public safety salary
structures at 105% of market on first reading.

Matters related to amending Ordinance Number 1965 relating to page 26 of the Emsmaw
Handbook stating that all city employes salary strucWms are to reflect WO% of market value
on first reading.
Mayor Fry called for a vets on approval of the Consent Agenda. With all In favor, MOTION PASSED.

City Manager Ross reported that he will be attending the Tess Municipal League Conference In
Austin this week, along with most Coundl.

With no harbor business, Councilmember Heathcott moved to adjourn the meeting at 6:06 p.m.
Mayor Pro Tom Sample aeconded the motion. MOTION PASSED.
