HomeMy WebLinkAbout041000S CC Min CITY COUNCIL SPECIAL SESSION MONDAY, APRIL 10, 2000 MUNICIPAL BUILDING 3800 UNIVERSITY BLVD. 6:30 P.M. The City Council convened in Special Session in the Municipal Building Conference Room (3800 University Blvd.) on April 10, 2000, with the following members present: Mayor Lewis presiding, Council Members Ballanfant, Bertini, Grubb and May. The City Secretary, City Attorney and Public Works Director were also present. The notice for this meeting was posted in accordance with the Texas Government Code, th Chapter 551, on the 7 day of April 2000 at 3:00 p.m. Agenda Review: The City Council reviewed the regular meeting agenda and discussed items under consideration with the Staff. Matters related to sidewalk ordinance. City Attorney Jim Dougherty reported that during the council meeting held on March 27, 2000 the City Council adopted Ordinance No. 1642 with the changes to the ordinance as presented and outlined in Exhibit A but striking Section 6.411 (b) 3 and (b) 5. At the request of Council Member Ballanfant changes are now being presented to redefine the definition of “remodeling”. The City Council agreed to accept the changes as presented in Exhibit A-3 which includes an exception for curbs and gutters and adds a 10% test for remodeling. Report from Board or Commission Liaisons. The City Council reported on Board or Commission meetings attended by the liaisons. Council Member Bertini reported that Mr. and Mrs. Foster along with Rick Jenkins, Chair of the Recycling Board were considering an idea to expand the scope of the Board to include ecology. He also reported that the Traffic Task Force met last week and were tracking the progress of Hot Spots 1, 2 and 3. They are in the process of collecting data on Wakeforest, Sunset and Buffalo Speedway. Council Member Bertini commented that he wanted to recognize Lt. Schneider for setting up a data base for traffic reports and plotting them on a map for the purpose of identifying hot spots. City Council Special Session, April 10, 2000 Council Member Ballanfant reported that the Parks and Recreation Board had appointed John Graf to serve on the special negotiations committee for the acquisition of park space. Council Member May reported that residents from Ruskin street were present at the Building and Standards Commission meeting and were concerned about noise. Mayor Lewis reported that the local churches met with members of the Zoning and Planning Commission and were able to draft language in the comprehensive plan that would be acceptable to everyone. Inquiries, requests and complaints. The City Council reviewed matters received from the public and referred them to the appropriate department or placed them on a future agenda for consideration or action. Matters related to pending or contemplated litigation or a settlement offer. Class Action Suit, City of Wharton vs. H.L.& P. Closed Executive Session to be held under Section 551.071, Texas Government Code. The City Council convened in Executive Session at 7:14 p.m. The Executive Session closed at 7:30 p.m. Adjournment. With no further business to come before the City Council at this time, a motion was made by Council Member Bertini, seconded by Council Member Grubb, to adjourn.
