CITY COUNCIL MEETING MINUTES
The City Council of the City of West University Place, Texas, met in regular session on Monday,
September 9, 2013, in the Municipal Building, 3800 University, West University Place, Texas beginning
at 6:30 p.m.
Agenda Items were as follows:
Call to Order. Mayor Fry called the meeting to order at 6:30 p.m. in the Council Chambers. Council and
Staff in attendance were: Mayor Pro Tam Sample, Coulmilmembers Hesthwtl and Johnson, City
Manager floss, Assistant City Manager /Public Works Director Peter, City Secretary Lenz, Police Chief
Walker, and Finance Director Daugherty. Coundlmember Yehle and City Attomeywere absent.
Secretary Lenz confirmed that the Notice of the special and regular meetings was duly posted in
accordance with the Texas Government Code, Chapter 551.
Councilmember Headco0led the Pledge of Allegiance.
Agenda items were as follows:
1. Public Comments
This is an opportunity for citizens to speak to Council relating to agenda and non - agenda items.
Eric Creech, 2632 WmAl spoke regaMing utility disconnection fees and asked that the Finance
Department follow its own ordinances relating to discontinuation of sernce.
2. Reschedulina City Council Meetinas
Matters related to rescheduling the City Council meeting of September 23, 2013 at 6:30 p.m. to
Thursday, September 26, 2013 at 6:00 p.m. to coincide with public hearings on the 2014 Budget and
tax increase.
Councilmember Heathcotl moved W approve rescheduling the City Council meeting as stated.
Councilmember Johnson seconded the motion. MOTION PASSED.

3. Certified Appraisal Roll
Matters relatetl to a resolution acknowledging receipt of apprasal bell, assessor -oolleclor s ceNfcate.
City Manager Ross presented and stated that this Is for Council to accept the official appraisal roll
from the Harris County Appraisal District, which have been calculated by the Harris County Tax
Assessor.
Counalmember Johnson moved to approve the resolution accepting the assessed value. Mayor Pro
Ted Sample seconded the motion. MOTION PASSED.

4. Public Hearings for Proposed Taxes
Matters related to a resolution recording vote on proposing a tax Increase and scheduling public
hearings.
City Manager Ross presented and stated that this effectively adopts a not- to- excaed tax rate that can't
be exceeded at a later date without going through the process again; so, the highest tax rate that can
be adopted is what is being considered by Council tonight. He said stag's recommendation is to hold
the tax rate as the maximum, but the plan is to come In under the maximum and lower the existing tax
rate.
Councilmember Heathcolt moved to set the proposed tax rate at the not- toexceed rate of 037411,
which is the current tax rate and to sell the necessary public hearings. Mayor Pro Tern Sample
seconded the motion. MOTION PASSED.

5. Schedule Public Hearin for2014 Budget
Matters related to scheduling a public hearing to hear comments on the 2014 City Budget.
Mayor Pro Tern Sample moved to set a public hearing for September 26, 2013 at 6:00 p.m., to bear
comments relating to the 2014 Budget. Councilmember Johnson seconded the motion. MOTION
PASSED.

6. Consent Agenda
All Consent Agenda items listed are considered to be routine by the City Council and will be enacted
by one motion. There will be no separate discussion of these Items unless a Council member
requests in which event the item will be removed from the Consent Agenda and conductetl in its
normal sequence on the agenda.

Mayor Pro Tom Johnson moved to approve the Consent Agenda as presented. Mayor Pro Tern
Sample seconded the motion. MOTION PASSED.

City Manager Ross said staff has received several calls regarding the increase in mosquitoes, so staff
is ramping up spraying services accordingly.
