Mayor Fry called the meeting to order at 5:30 can, in the Conference Racal Cauncil and Staff In attendance were: Mayor Pro Tom Sample, Councomembers Johnson and Yards, City Manager Ross, Assistant City Manager /Public Works Oirectdr Paper, City Secretary Lenz, Assistant City Attorney Everwle, JRPB, Assistant Public Waft Director Beach, Contract Administrator Barrens, Police Chief Walker, Executive Assistant Moody, Intern Abraham Zumlla and Imam James Sack. Councilmember Heathco0 was absent. 1. Assistant Public Works Director Beach and Contract Administrator Barbara presented this item. After reviewing the current summers of curbside collection, Mr. Beach reviewe0 Me proposed structure, which would be as follows: • Solid Waste: No changes - collection still take a week - Monday/fhumday and Tuesday/Friday. • Recycling: Change from 5 days a week to 4 not a week - Monday, Tuesday, Thursday and Friday. • Collection Hours: Cultural pick -up start time of 8:00 a.m. would not change, but Me recycle track wood be out on the route longer. • Number of Collection Days Missed Due to Observed Holidays: No days would be missed as opposed to ] missed days under fie current structure. Wednesdays would be make-up days for holiday collection. • Street Sweeping: Change farm 5 days a week (M -F) to 4 days a week (M, T, TH and F). The same as cmhaitle collection. The Street Sweeper operator is also a "an collector, so because employees are cross - trained to operate all the equipment in the solid waste Clry Counel Minutes, July at 2013 division, same day collection will allow for continuous and seamless coveal due to employees vacation, sickness, tmrmares, etc. After discussion of the proposed structure, Mr. Beach cited the pros and cons of the proposed system: Pros: • Increased number of collection days • Convenience for residents by only having to put out trashlrecycling lwke a week • Removes the long standing issue and complaints of skipping recycling for two weeks in a row during the Christmas and New Yeats holidays • Recycling collected on same day as trash • Reduced number f labor hours performing daily pre- and post -hip inspections Reduced labor for lady post -hip vehicle clean up Reduction of hours for daily breaks Savings of approximately $3,500 in time, fuel and mileage Provides a maintenance day for equipment Reduces lability for the City by removing trucks frown the madway one day per week • Preempts future service complaint issues due to me Mourne up "tlays Cons: • Potential confusion for residents with route changes, including the holiday mute changes. However, there is already confusion around me holgays with the current schedule. Mc Beach said to minimize confusion, me City plans to do a heavy public education campagn. He said based on a November kickoff, staff plans to begin a social media campaign notifying residents of the charges. In August, there would be more of the same, plus press releases. Then beginning in September, staff will hand deliver packets g residents, which would be cheaper than sending through me mail, plus it would allow for an opportunity to talk to residents about the changes. Mayor Fry called the bell to comer at 6:30 p.m. in the Council Chambers . Council and Staff in attendance were: Mayor Pre Two Sample, Councilmembers Johnson, and Yehle, City Manager Ross, Assistant City Attorney Example, JRPB, Assistant City Manager/Public Works Director Peifer, City Secretary Lenz, Finance Director Daugherty, and Police Chief Walker. Comprehensive Annual Financial Report ICAFRI Matters related to presentation of me annual Comprehensive Annual Financial Report. aemnum n,wi Receive the drys CAFR Stephanie Harris with Belt Harris Pechacek, LLLP, presented the City's Annual Firanclal Repod for the year ending December 31, 2012 and said they are issuing the City a clean, unqualified opinion on me City's financed statements. She said this is the highest level assurance they can provide as the City's Independent auditor She said the financial statements are materially portent and that all disclosures required by generally accepted acooundng enno es have been included. Ms. Hams then reviewed some "a highlights of the year. After Ms. Harris' Measures. Counalmember Joan Johnson moved to accept the Comprehensive Annual Financial Report.
