CITY COUNCIL MEETING MINUTES
The City Council of the City d West University Place, Texas, met in regular session on Mobley,
December 10, 2012, in the Municipal Building, 3800 University, West University Place, Texas
beginning at 6:30 p.m.
Notice of the regular meeting was duly posted in accordance with the Texas Government Code,
Chapter 551.
Agenda items were As follows:
Call to Order. Mayor Pro Tam Sample called the meeting to order at 6:30 p.m. Council and staff In
attentimes were: Counalmembers Heathco6, Johnson, Yore, City Manager Ross, City Secretary
Lenz, City Attorney Petrov, ACMIPublic Works Director Peeler, and Police Chief Walker. Mayor Fry
was absent.
Councilmember Johnson led the Pledge of Allegiance.
1. Public Comments
This Is an opportunity for citizens he speak to Council relaiing to agenda and non - agenda items.
There were no public comments.
2. Polling Locations for West U General Elections
Matters related to decreasing the number polling locations for City of West University Place
General Elections.
City Manager Ross presented and stated that after discussion of this topic in November (2012),
staff did its due diligence in immediately notifying residents so that they could have an oppommity
to voice their concerns on this issue before the Council vote today. He said in addition to including
nodes on the Citys website and publishing notices in the local newspapem, staff conducted an
online survey (results included in Council's agenda packets) and received 112 responses, with 99
responses in favor of consolidation and 13 opposed. Mr. Ross pointed out that in reading the
comments d was evident that most of those opposetl to consoidabon do not realize that polling
locations would be combined only during standard City elections held in May.
Mr. Ross said bond on the results of the survey, staff recommends Council consideration of
consolidating the polling locations into one location at City Hall.

Before the Council vote, Mr. Ross noted that a few of the responders who opposed consolidation
did so with the idea that it might not be possible for seniors to get to the polling location at City
Hall; so, he noted that staff has always provided, and will continue to provide, transportation to any
senior that requests the service through the Ci y's Seniors Transportation Program.
Councilmember Johnson moved to approve consolidation of to City's polling places into one
location at City Hall for future standard City elections that are off cycle with County elections.
Councilmember Heathcmt seconded the motion.
For clarification, Cdy, About Petrov noted that should Council opt to go back to the four polling
locations in the future, approval from the Department of Justice would be required. He stated that
any and all changes to voting procedures require the Department of Justice approval, which
means, if Council approves consolidation of polling locations tonight, he will submit a request for
approval for the consolidation.
At this time, a vote was made to the motion. MOTION PASSED.

3. Consent Agenda
Al Consent Agenda items listed are considered to be routine by the City Council and will be
enacted by one motion. There will be no separate discussion of these items unless a Council
member requests in which event the item will be removed from the Consent Agenda and
considered in its normal sequence on the agenda.

B. Resolution Appointing Member to this Friends of West U Parks Funtl, Inc.
Matters related to the appointment of Christine Milligan to a position on the Friends of West
University Parks Fund, Inc.
Councilmember Yehle moved to approve Me Consent Agenda as presented. Councilmember
Heathcoff seconded the motion. MOTION PASSED.
Ayes: Sample, Heathootq Johnson, Yeble
Noes: None

There were no reports by Council or staff.

With no other business before Council, Councilmember Yehle moved to adjourn the meeting at
6:36 p.m. Councilmember HeaMcoff seconded the motion. MOTION PASSED.
