Call to Order: The meeting was called to order at 6:35 pm by the chair John Wilkinson. II. Approval of Minutes: Following a motion by Melissa Pifko and a second by Burt Ballanfant, the November 7th minutes were approved. III. PRB Sub-Committee Updates: • John gave an update on Parkland Acquisition. There have been no new developments, but discussions with the principle landowner are ongoing. John proposed that a survey be given to residents asking if people think another park is needed, what amenities are needed, would they support new park space with or without a property tax increase and any other comments. A discussion followed regarding thoughts about an additional park, the possible survey, and funding for the park. Burt supplied information on City debt loads. John will try to schedule something with the City Council in the near future. It was decided to only survey the Parks Board at this time and report out to Council for guidance on the next steps. • Melissa gave an update for the Program Planning Sub-Committee. The Christmas Tree Lighting was very successful and well attended. • The Customer Service Sub-Committee had no updates. • There were no updates for the Communications and Public Relations Sub- Committees. • David will get something together for the City Council regarding the Park Naming Rights in the next month or two. IV. Friends Overview: There was no Friends meeting this month. There is already $133,000 dollars in underwriting for the Park Lover's Ball. Amy is going to see if there is enough interest to get a table together for the Park and Recreation Board. V. Five Year WUP Parks Redevelopment Plan: Tim will meet with IC and will start work on the 2014 WUP Redevelopment goals. John encouraged inclusion of path lighting for the Colonial exercise track based on citizen input and concern about the potential accidents on the current unlighted track. Tim is scoping lighting options and costs. VI. Parks Naming Rights policy development : see sub-committee update above VII. Board Member Updates: • Melissa stated that the differently-a bled swing is often missing the straps VIII. Staff Updates: Tim gave an update of the Friends Funded Projects for 2013: Parks and Recreation Board Minutes page 2 Whitt Johnson Park 2-5 Year Olds Play Feature: -Purchase Order has been issued to GameTime for the new play system. -Color scheme of green, brown and beige has been selected. -System has been ordered and is currently being fabricated. -Goal is to have the new system installed by the end of February 2013. -Playground will be closed for approximately 3 weeks. Whitt Johnson Park 5-12 Year Olds Play Feature: -Refurbishing of this system will be facilitated during the same period as the 2-5 year olds play system is installed. Wier Park Artificial Shade Structure: -Purchase Order will be issued on or before 12/14/2012 -Once P.O. is received, the process of the shade structure instill will commence. -Shade panels will be beige and green. -Estimated 4-8 weeks for engineered drawings, permits and fabrication. -Installation is estimated to take 2 weeks and project completed by 3/8/2013. -All portions of the park, other than the 5-12 year olds play area, will remain open to the public during the project. Judson Park Tennis Court: -We have received 2 quotes to date but will be asking that quotes be resubmitted -Estimated date for the specifications to be finalized is January 16, 2013. -Quotes will be solicited and reviewed through January 25, 2013. -Project will be awarded by January 29, 2013. -Construction is expected to take between 30 to 90 days (it will take 30 days to allow the concrete to cure). -Weather permitting, the estimated date for opening the new court will be May 6, 2013. -This project will not require the closing of any other portion of the park. -John suggested that perhaps the tennis court should be redone later in the year when the weather is warmer and the court will not be used as frequently. Tim will survey the tennis groups on best timing. IX. Citizen's Comments: Joan Johnson said that the city is looking at consolidating the polling places from 4 to 1. Joan also stated that a new employee handbook was adopted. X. New Business: There was no new business XI.
