Lenz, City Legal Counsel and Sallye Clark, Planning Assistant Call to Order — With quorum present at 6:00 p.m., Steve Brown called the meeting to order. Notices, Rules, Etc. Steve Brown, ZPC Chair, gave a brief welcome, introduced City Council member Joan Johnson and asked each member to introduce themselves. Debbie Scarcella, City Planner stated that there would be a plat on next month's agenda. Steve Brown requested to move the minutes to the end of the meeting since there a few members that have to leave early and would like to get through the other agenda items. 1. Meeting Minutes for May 10, 2012. Bruce Frankel moved to approve the minutes for the May 10, 2012 meeting as amended. DeDe DeStefano seconded the motion. Ayes: Steve Brown, DeDe DeStefano, Bruce Frankel, Sam Parikh, Lauren Griffith, Michael McEnany and Connie Clark. Motion carried. 2. Definition of a Dwelling Debbie Scarcella gave an overview from the May 10, 2012 meeting on this agenda item. From discussion of the draft amendment, ZPC was ok with the accessory quarters definition. The dwelling units definition was complicated and there was no discussion of Single-family (detached)'use. Staff was instructed by ZPC to do more research and look at other Cities requirements to have a clear and better focused purpose. Every city in the state of Texas has its own definition of a dwelling unit. Debbie Scarcella and Jolie Lenz, legal counsel, thought it would be best to wipe out all of the current amendment revision and start over again. The current draft amendment in the packets has four examples of definitions in Texas of"dwelling" and a definition of"residence". Debbie Scarcella explained the reason for the ordinance amendments is to make the Page 2 requirements as clear as possible. Accessory quarters are a dwelling unit. Therefore, there has to be a definition of accessory quarters. You also have to have both the definitions of dwelling unit and single-family (detached) use as they all work hand in hand. After further discussion and revisions to the draft amendment, ZPC requested staff to prepare the amendment in the form of a preliminary report and bring it back to next month's meeting. Bruce Frankel left at 7:00 p.m. with a quorum still present. 3. Through Lots This agenda item was skipped to proceed to agenda item four. 4. Driveways Debbie Scarcella, City Planner illustrated and gave an overview of the current draft amendment in the packet. After discussion and revisions made, ZPC requested staff to bring back the revised amendment with clarification of maneuvering area in the form of a preliminary report. Debbie will also have the Public Works Director look at Section 70-27 at concrete strength charts and compaction or per the City engineer's specifications for his approval. This is not the only subject that ZPC will be discussing, therefore, Steve Brown would prefer to discuss all the numerous topics and bring them to Council as a group and not one at a time. Adjournment Michael McEnany made a motion to adjourn. The motion was seconded by DeDe DeStefano. Ayes: Steve Brown, DeDe DeStefano, Sam Parikh, Lauren Griffith, Michael McEnany and Connie Clark.
