CITY COUNCIL MEETING MINUTES
The City Council of the City of West University Place, Texas, met in a special meeting on Monday,
December 3, 2012, in the Municipal Building, 3600 University, West University Place, Texas beginning at
5:15 p.m.
Immediately preceding the Council meeting, a brief reception was held for the City Secretary
(approximately 5:00 p.m.).
SPECIAL WORKSHOP
Call to Order. Mayor Fry called the workshop to older at 5:15 p.m. Council and stall in attendance
were: Mayor Pro Term Sample, Councilmembers Heathroh, Johnson and YeMe, City Manager Ross, City
Secretary Lenz, City Attorney Petrov, Assistant City Manager Public Works Director Paper, and Police
Chief Walker.
Workshop agenda items were as follows:
1. Suspension of Rules
Matters related to a motion W suspend the rules to start the regular meeting at 6:00 p.m. instead of
6:30 p.m.
Councilmember YeMe moved to suspend the rules to start tonight's regular meeting at 6:00 pm,
Mayor Pro Term Sample seconded the motion. MOTION PASSED.

2. Convene Into Closed Ezec Wive Sesalon
At 5:16 p.m., Mayor Fry recessed the workshop to convene into executive session to deliberate
concerning the evaluations of the city manager and the city secretary in accordance with Section
551.074 of Chapter 551 of the Texas Government Code.
3. Reconvene into Regular Session
Matters related to action, if any, relative to discussions held in Executive Sessions regarding the City
Manager's and City Secretary's evaluations.
At 5:51 p.m., Mayor Fry closed the executive session and reconvened the workshop session.

Councilmember Handcuff moved that the City Manager receive a 2 percent increase on his
anniversary date. Councilmember Yehle seconded the motion. MOTION PASSED.

Councilmember Johnson moved that the City Secretary receive a 2 percent increase on her
anniversary date. Councilmember Headlcott seconded the brelion. MOTION PASSED.

Councilmember Yehle moved that the City Manager be paid cash for three weeks ch accrued
vacation. Councilmember Heathcob seconded the motion. MOTION PASSED.

With no other business to discuss, Mayor Pro Tam Sample moved to adjourn the Workshop at 5:55
p.m. Councilmember Johnson seconded the motion. MOTION PASSED.

REGULAR MEETING
Agenda items were as follows:
Call to Order. Mayor Fry called the meeting to order at 6:00 p.m. Council and staff in attendance were
Mayor Pro Term Sample, Councilmembers Heathood, Johnsen, Yehle, City Manager Ross, City Secretary
Lenz, City Attorney Petrov, ACWPublic Works Director Peifer, and Police Chief Walker
Councilmember Heathcoff led the Pledge of Allegiance.
Secretary Lenz confirmed that the Notice of the special and regular meetings was duly posted in
accordance with the Texas Government Case, Chapter 551.
5. Public Comments
This Is an opportunity for citizens to speak to Council relating to agenda and non-agenda items.
There were no public comments.

S. Consent Agenda
All Consent Agenda items listed are considered to be routine by the Cry Council and will be enactetl
by one motion. There will be no separate discussion of mends items unless a Council member
requests in which event the item will be removed from the Consent Agenda and considered in ks
normal sequence on the agenda.
A. City Council Minutes
Approve the Minutes of November 12, 2012.
B. Personnel Policies and Emolovels Handbook
Matters related to consideration of an on inane on second and final reading relating to
personnel policies; adopting a new personnel handbook; providing an effective date; repealing
Ordinance Number 1885; and containing findings and provisions related to the subject.
Councilmember Johnson moved to approve the Consent Agenda as presented Mayor Pm Tem
Sample seconded the motion. MOTION PASSED.

City Manager Ross reported that he will be attending his first TML meeting on December 13, 2012,
and that he is serving a dual mle as the as the city manager representative on the TML Board and the
TML representative on the Texas City Managers Association Board He mid he also serves as chair
of to Advocacy, Committee.
Councilmember Yehle reported that his wife suffered a broken ankle while at home and gave kudos
to the Fire Department and EMS team for Meir response time and care.

At 6:05 p.m., Mayor Fry adjourned Me meeting.
Immediately following adjournment of the Council meeting, City Council attended the Christmas tree
lighting events outside of the Community Building of 6106 Auden.
