STAFF PRESENT: Debbie Scarcella, City Planner and Jolie S. Lenz,
City Legal Counsel
Call to Order — With quorum present at 6:25 p.m., Steve Brown called the meeting to
order.
Notices, Rules, Etc. Steve Brown, ZPC Chair, gave a brief welcome and asked each
member to introduce themselves. He noted that there was a copy of the Rules of
Procedure in the packets and asked if any of the members had any questions
regarding them. Bruce Frankel asked if there was the possibility of changing the
meeting times. Chairman Brown asked staff to place this on the agenda for
discussion at the next meeting. Connie Clark asked a question regarding the rules
about special sessions.
Discussion followed regarding the upcoming joint public hearing regarding the
proposed Town Center Retail District amendments centering on notices and
procedures. Ms. Scarcella then spoke briefly about the upcoming orientation and
reminded the new members to complete their online training videos and forward a
copy of the certificate to the City Secretary.
1. Designation of Vice Chair and Secretary.
Chairman Brown began the discussion by explaining the duties of the Vice Chair and
Secretary. Chairman Brown asked if there were any nominations for Vice Chairman.
Sam Parikh nominated Bruce Frankel. There were no other nominations. A vote was
taken for the record. The voting was unanimous.
Chairman Brown then asked for nominations for Secretary. Bruce Frankel nominated
Sam Parikh. There were no other nominations. A vote was taken for the record. The
voting was unanimous.
2. Meeting Minutes for June 16, 2011 and August 22, 2011.
Bruce Frankel moved to approve the minutes for the June 16, 2011 meeting with the
correction of DeDe Stefano's name. DeDe DeStefano seconded the motion. Ayes:
Steve Brown, Bruce Frankel, Sam Parikh, DeDe DeStefano, Lauren Griffith, and
Connie Clark. Motion carried.

Chairman Brown mentioned that DeDe DeStefano's name should also be corrected in
the next set of minutes under consideration. Connie Clark motioned to approve the
minutes for August 22, 2011 as corrected. Bruce Frankel seconded the motion.
Ayes: Steve Brown, Bruce Frankel, Sam Parikh, DeDe DeStefano, Lauren Griffith,
and Connie Clark. Motion carried.
3. Town Center Proposal.
Chairman Brown briefly mentioned the public hearing again since the topic had been
discussed in more detail earlier in the meeting.
4. Miscellaneous Code Amendments.
Debbie Scarcella and Jolie Lenz discussed several areas of the zoning ordinance and
development regulations that are either outdated and do not conform with other
sections of the Code of Ordinances, or are unclear and need review for clarification
purposes. The items discussed were dwelling unit definition, accessory quarters
definition, parking of heavy vehicles, curb cuts, and accessory structures such as
arbors and trellises. The commission instructed staff to develop draft amendment
language and bring back to the commission for consideration.
Adjournment.
DeDe DeStefano made a motion to adjourn. The motion was seconded by Sam
Parikh. Motion carried unanimously. Meeting adjourned at 7:40 p.m.
