MEETING MINUTES
May 12, 2011

Call to Order — With quorum present at 6:22 p.m., Steve Brown called the meeting to
order.
Notices, Rules, Etc. ZPC and staff introduced themselves and recognized members
of the public in attendance.
1. Minutes.
February 10, 2011. Minutes were moved to the end of the meeting and then
postponed.
March 24, 2011. Minutes were moved to the end of the meeting and then postponed.
2. Docket No. 2011-01, Property at 3504 and 3508 Georgetown Street, West
University Place, Texas 77005. Chairman Brown opened the public hearing of ZPC
docket 2011-01. Karen Rose with KR Engineering stated the applicant requests
preliminary and final replat approval of one lot plus Twenty feet of adjoining lot in
order to create one building site. Chairman Brown asked if there was anyone who
wished to speak. No one requested to speak. Debbie Scarcella, City Planner gave a
brief background from the staff report presented. Bruce Frankel made a motion to
close the public hearing. Sam Parikh seconded. Ayes: Steve Brown, Bruce Frankel,
Bob Higley, Lauren Griffith and Sam Parikh. Motion passed. Lauren Griffith made a
motion to approve preliminary and final approval of the replat. Sam Parikh seconded.
Ayes: Steve Brown, Bruce Frankel, Bob Higley, Lauren Griffith and Sam Parikh.
3. Docket No. 2011-02, Property at 5800 Kirby Drive, West University Place, Texas
77005. Chairman Brown opened the public hearing of ZPC docket 2011-02. Robert
Orkin property owner introduced himself and stated he is requesting preliminary and
final replat approval of two lots in order to create one building site. Debbie Scarcella,
City Planner gave a background from the staff report presented. When the lots were
gri inall Tatted, they were oriented toward Tangley and a front setback line of 20' was

established through a deed restriction. The property was ultimately developed as a
commercial site in the 1950's with the front of the site oriented toward Kirby. This
orientation established, for zoning purposes, a front setback of 30' and a side street
setback along Tangley of 15'. For purposes of zoning compliance, the site development
plan shows the proposed structure at 17.9' from the side street property line. This is in
compliance with the setback requirements for commercial zoning districts. Cherie
Lindley, 2615 Tangley and David Kyle, 2622 Tangley spoke in opposition of the replat.
Bruce Frankel recused himself from voting. Sam Parikh made a motion to close the
public hearing. Bob Higley seconded. Ayes: Steve Brown, Bob Higley, Lauren Griffith
and Sam Parikh. Motion passed. Sam Parikh made a motion to approve preliminary
and final approval of the replat. Lauren Griffith seconded. Ayes: Steve Brown, Bob
Higley, Lauren Griffith and Sam Parikh. Motion passed.
4. Town Center. Staff presented a draft ordinance document and preliminary report along
with the revised proposed amendments. Lauren Griffith made a motion to approve the
preliminary report and amendments with the discussed revisions. Bob Higley seconded.
The preliminary report and amendments were approved with revisions. Ayes: Steve
Brown, Bob Higley, Lauren Griffith, Bruce Frankel and Sam Parikh. Motion passed.
Staff will make the requested changes and prepare the final copy of the preliminary
report for Chairman Brown's signature. The signed preliminary report and ordinance
recommending a joint public hearing on the proposed amendments will be ready for the
May 23, 2011 City Council agenda.
5. Executive Session (if necessary).Not used
Adjournment. Bruce Frankel made a motion to adjourn. Lauren Griffith seconded.
Ayes: Ayes: Steve Brown, Bob Higley, Lauren Griffith, Bruce Frankel and Sam
Parikh. Motion passed.
Meeting adjourned at 8:25 p.m.
