December 9, 2010

Call to Order — With quorum present at 6:20 p.m., Steve Brown called the meeting to
order.
1. Notices, Rules, Etc. ZPC and staff introduced themselves. Debbie Scarcella
reminded ZPC of the joint public hearing with City Council on January 10, 2011
regarding the loss of PNC status and parking ordinance amendments. Bruce Frankel
informed the ZPC that the Town Center Ad Hoc committee report is tentatively
scheduled for presentation at the January 24, 2011 City Council meeting.
2. Minutes of the October 14, 2010 regular meeting. Sam Parikh made a motion to
approve as written. Motion was seconded by DeDe DeStefano. Ayes: Steve Brown,
Bob Higley, DeDe DeStefano, Dick Yehel, Bruce Frankel and Sam Parikh. Noes:
none. Minutes approved.
3. Basements. ZPC discussed the preliminary amendment ideas as presented to the
Building and Standards Commission (BSC) at their regular meeting on December 2,
2010. Staff gave the commission copies of the City Council meeting minutes from
July 26, 2010 regarding the discussion of basements. Steve Brown read the
conclusion of the preliminary report submitted to City Council as a reminder of the
recommendation to City Council at that time. There was a discussion regarding the
instructions from City Council and what the preliminary amendment ideas proposed.
(Bob Higley asked to be excused and left the meeting at 7:40 pm). The ZPC instructed
staff to write in amendment form a two part proposal that 1) prohibited the
construction of a basement, 2) included provisions for a special exception within
limited parameters. The parameters discussed included no more than 100 square feet,
space for certain mechanical systems only, location of basement relative to the
location of the footprint, and in compliance with pertinent sections of the
International Residential Code. Staff will present the draft proposal to the BSC at
their regular meeting on January 6, 2011, and then present to the ZPC on January 13,
2011.

Adjournment. Dick Yehle made a motion to adjourn. Bruce Frankel seconded.
Ayes: Steve Brown, Sam Parikh, Dick Yehle, Bruce Frankel and DeDe DeStefano.
Motion passed. Meeting adjourned at 8:35 p.m.
