Lenz, City Legal Counsel Call to Order — With quorum present at 6:17p.m., Steve Brown called the meeting to order. 1. Notices, Rules, Etc. ZPC and staff introduced themselves. Steve Brown informed everyone that ZPC letter and Basements proposal was signed and forwarded to City Council. Debbie Scarcella stated that is could potentially be on the July 26, 2010 City Council agenda. Steve Brown informed everyone that the final report on Fences, Visibility and Emergency access was signed and forwarded to City Council. Debbie Scarcella stated that it could potentially be on the July 26, 2010 City Council agenda. 2. Minutes. March 11, 2010 Revised. Dick Yehle made a motion to approve the minutes as written. Motion was seconded by Bob Higley. Ayes: Steve Brown, Bob Higley, Dick Yehle, Sam Parikh, Bruce Frankel, DeDe DeStefano and Lauren Griffith. Noes: none. Minutes approved. May 13, 2010. Bob Higley made a motion to approve the minutes as amended. Motion was seconded by Bruce Frankel. Ayes: Steve Brown, Bob Higley, Dick Yehle, Sam Parikh, Bruce Frankel, DeDe DeStefano and Lauren Griffith. Noes: none. Minutes approved. 3. PNC Status. The ZPC considered and discussed a proposal from staff to amend the zoning ordinance as it pertains to PNC status per request by City Council. These are issues that City Council want addressed prior to a long term comprehensive review being done. The amendment proposes to add that the loss of PNC status can be triggered by a change in specific use category and if a use is discontinued for more than 180 days. After a lengthy discussion, staff was instructed to make changes and bring back to the ZPC at the August meeting. 3800 University Boulevard • West University Place, Texas 77005-2899 • 713.668.4441 • www.westu.org Page 2 4. Parking Regulations. The ZPC considered and discussed a proposal from staff to amend the zoning ordinance as it pertains to off-street parking requirements for food service establishments. The proposal would designate a difference between "dine-in" and "carry-out" only type food service establishment parking requirements. The proposal also lowers the minimum parking requirements for food service establishments that are part of a shopping center. Currently, the ordinance requires 10 spaces per thousand square feet when a single business building site, but requires 14 spaces per thousand square feet when located in a multi-business shopping center. The proposal lowers the requirement to 10 spaces per thousand square feet. After a lengthy discussion, staff was instructed to revise the amendment and clarify the differences in food service and allow note 2(d) to be modified. Staff will bring back the revised amendment to ZPC at the August meeting. 5. Executive Session (if necessary). Not used Adjournment. Bob Higley made a motion to adjourn. Sam Parikh seconded.
