HomeMy WebLinkAbout05132010 ZPC Minutes City of West University Place A Neighborhood City 0 Recycled Paper ZONING & PLANNING COMMISSION COUNCIL CHAMBERS 3800 UNIVERSITY BOULEVARD MEETING MINUTES May 13, 2010 MEMBERS PRESENT: Steve Brown, Bob Higley, Dick Yehle, Sam Parikh, and Bruce Frankel MEMBERS ABSENT: DeDe DeStefano and Lauren Griffith COUNCIL: none STAFF PRESENT: Debbie Scarcella, City Planner; Sallye Clark, Planning Assistant; Jolie S. Lenz and Amy C. Sillmon, City Legal Counsel Call to Order — With quorum present at 6:17p.m., Steve Brown called the meeting to order. 1. Notices, Rules, Etc. ZPC and staff introduced themselves. Steve Brown informed everyone that ZPC letter and Basements proposal was signed and being forwarded to City Council. 2. Minutes. March 11, 2010. The March 11, 2010 meeting minutes were tabled until next month. 3. Fences. ZPC discussed the fences and emergency access proposal and comments received at the public hearing held on December 14, 2009. The changes to the proposal from the March meeting were discussed and voted on. The changes included focusing the fence-like hedges to the front yard areas of through lots and side yard lots. The definition of fence-like hedge was changed to hedges higher than 36 inches. Bob Higley made a motion to change the date in (f) Termination from December 1, 2019 to December 1, 2014. Sam Parikh seconded. Ayes: Steve Brown, Bob Higley, Dick Yehle, Sam Parikh and Bruce Frankel. Noes: one. Motion passed. Bob Higley made a motion to forward the final report with the recommended revisions to City Council. Sam Parikh seconded. Ayes: Steve Brown, Bob Higley, Dick Yehle, Sam Parikh and Bruce Frankel. Noes: none. Motion passed. 4. PNC Status. Discussed with agenda item five. 5. Parking Regulations. PNC status and Parking regulations were discussed together. Debbie Scarcella, City Planner introduced the subjects to ZPC from the directive given by council through staff to review the portions of PNC status regulations especially as they pertain to commercial districts and also focusing on the parking regulations. The ZPC members were a little confused as to what staff introduced 3800 University Boulevard • West University Place, Texas 77005-2899 • 713.668.4441 • www.westu.org Page 2 versus general comments made by council concerning the matter at the May 10 council meeting. Bob Higley requested to adjourn the meeting and discuss these items at later date. Staff will have proposals ready for discussion at the next meeting. 6. Public Hearing Procedures. This item was tabled until the next meeting. 7. Executive Session (if necessary). Not used Convene into Open Session Take action, if any Adjournment. Bob Higley made a motion to adjourn.
