CITY COUNCIL MEETING MINUTES
The City Council of the City of West University Place, Texas, met in regular session on Monday,
August 27, 2012, in the Municipal Building, 3800 University, West University Place, Texas beginning
at 6:30 p.m.
SPECIAL WORKSHOP (BEGINNING AT 6:30 IN THE CONFERENCE ROOM)
Call to Order. Mayor Fry called the workshop to order at 6:32 p.m. Council and staff in attendance
were: Mayor Pro Tern Sample, Councilmembers Heathcott and Yehle, City Manager Ross, City
Attorney Petrov, and City Secretary Lenz. Councilmember Johnson was absent.
Agenda items were as follows:
Councilmember Heathcott led the Pledge of Allegiance.
1. Public Comments
There were no public comments.
2. Consent Agenda
All Consent Agenda items listed are considered to be routine by the City Council and will be
enacted by one motion. There will be no separate discussion of these items unless a Council
member requests in which event the item will be removed from the Consent Agenda and
considered in its normal sequence on the agenda.
A. City Council Minutes
Approve City Council Minutes of August 13, 2012.
Councilmember Heathcott moved to approve the Consent Agenda as presented. Councilmember
Yehle seconded the motion. MOTION PASSED.

Noes: None
Absent: Johnson
3. Reports by Council /Staff
City Manager Ross reported that staff is moving forward with the purchase of Phase I of the
Public Safety radio system, which was approved in this year's budget in an amount not to
City Council Minutes, August 27, 2012
exceed $197,000. He said because it is a budgeted item, it does not require Council approval,
but staff wanted Council to know that it is moving forward with the purchase. Mr. Ross said the
radio system will dramatically improve the City's ability to communicate inside buildings and
within other parts of the City, especially during a crisis.
Mr. Ross also announced, as a reminder, that the Recreation Center is closed this week for
maintenance, but will be open for Labor Day.
Mayor Fry made a brief announcement regarding Metro and said now that Metro has
determined its ballot language the issue will now be quiet until the November election, when
the outcome of the vote on the referendum will determine whether the General Mobility
Program is continued.
Mayor Fry said we come out on this basically where we have been and said we will sign an
agreement with Metro when the time comes that will outline our part, which will incur some time
before the referendum is passed. He said the City might in the future consider passing a
resolution supporting the ballot language in the referendum.
Councilmember Yehle asked how all the participants (the 14 small cities, the county, and
Houston) arrived at their agreement with Metro and will they be the same agreements. Mayor
Fry answered that they will not be the same agreements, but will be along the lines of what the
14 cities have been discussing all summer. He said they will change modestly, but not
materially. He said he will provide more details regarding the agreements as things progress.
4. Adjourn Meeting
At 6:39 p.m., Councilmember Yehle moved to adjourn the meeting. Mayor Pro Tern Sample
seconded the motion. MOTION PASSED.
