Mayor Fry called the meeting to order at 6:00 p.m. Council and staff in attendance were: Councilmembers Johnsen and Yehle. City Manager Ross, Assistant City Manager/Public Works Director Peter, City Secretary Lenz, Parks and Recreation Director O'Connor, antl Police Chief Walker. Mayor Pro Tom Sample was not present in the meeting, but was in the building getting assistance with her Pad. Councilmember Hochman was absent. Workshop agenda item was as follows: 1. Community Survey Mailers related a community survey. City Manager Michael Ross presented the draft survey of questions from Dr. Murray and recommended met Council hold a special meeting on Wednesday or Thursday night for a more thorough discussion. He mid it doesn't matter which elate Council chooses as boar meetings were posted in order to meet the M -hour posting requirement. After a brief discussion, Council confirmed the meeting for Thursday, April 26, 2012 at all p.m. and directed staff to cancel the meeting posted for Wednesday, April 25, 2012. In response to Councilmember Yehle's question as to staff's plan request now and the special meeting, City Manager Ross responded that staff would receive Council comments tonight, or later by phone or email, and add those comments to the draft for Thursday night's discussion. Regarding the length of the survey, CM Manager Foss said according to Dr. Murray, staff should be able to add a few more questions and stay within the suggested 15-minute Trafford. In response to Mayor Fry's concern that most questions pertain to solid waste and recycling, Mr. Ross stated that, initially, the premise for the survey was for the solitl waste and recycling component only, but staff thought Council might want to take advantage of this opportunity to ask residents about other City serdces. Alcohol Ordinance Matters related to purchasing and selling alcohol on the grounds of City facilities. Parks and Recreation Director O'Connor presented this item and stated that after receiving recommendations from Council during a previous workshop, he, City Manager Ross, Police Chief Walker, and City Attorney Petrov incorporated Council's recommendations into the proposed ordinance. The following changes were proposed: • Permit Form. Do not include a set amount per hour for an officer (previously $30) in the event the City is required to pay overtime for personnel or In the event Chief Walker determines the need for an increase in the rate of pay. • Rules and Regulations (Security Requirements). Add "During the course M an event the City reserves the right to require additional carried law enforcement officers to limit the number of attendees or invitees or to close down an event rental early if the City determines We fire best interest of public safety and necessity.- • Regulations and Regulations. Emphasize the prohibition of glass containers in all outside activities and incorporate such signage at the entry points, specifically at Colonial Park Pool. With no further discussion, Councilmember Johnson moved to adjourn the workshop meeting at 6:15 p.m. Councilmember Yehle seconded the motion. MOTION PASSED. Ayes: Fry, Johnson, Yehle Noes: None Absent: Heathcoff, Sample (Sample was away from the room) REGULAR MEETING (BEGINNING AT 6:30 P.M. IN THE COUNCIL CHAMBERS) Agenda items were as follows: Call to Order: Mayor Fry called the meeting to order at 6:30 p.m. Council and staff in attendance were: Mayor Pro Tern Semple, Councilmembers Johnson, and Yards, City Manager Ross, City Secretary Lenz, Assistant City Manager /Public Works Director Pail City Attorney Petrov, Parks and Recreation Director O'Connor, and Police Chief Walker. Councilmember Redhead sees absent. Pledge of Allegiance: Mayor Fry led the Pledge of Allegiance. 3. Public Commends No comments from the public. a. Alcohol Ordinance bidders related to consideration and approval of an ordinance related to the purchasing and selling of alcohol in the City. City Manager Ross presented and said that based on discussion In fire workshop prior to the regular meeting, staff recommends City Council pass the ordinance on the first of two readings. 2 of City Council Minutes, April 23. 2012 Councilmember Johnson moved to approve the ordinance on first reading. National Older Arrrericana Month Matters related to a proclamation to proclaim the month of May 2012 as National Older Americans Month in the City of West University Place. Mayor Fry proclaimed Me month 0 May 2012 as National Older Americans Month in the Ciry of West University Place, Texas. S. Building Safety Month Matters related to a proclamation to proclaim May 2012 as Building Safety Month. Mayor Fry proclaimed May 2012 as Building Safety Month in the City of West University Place, Texas. T. Lemonade Day Matters related to a proclamation to proclaim Sunday, May 6, 2012 as Lemonade Day in the City of West University Place. Mayor Fry proclaimed May 6, 2012, as Lemonade Day in the City of West University Place, Texas. S. Reschedul'na CRY Council Meeting Matters related to rescheduling the second City Council meeting in May due to the Memorial Day holiday. City Manager Ross presented and sad due to the Memorial Day holiday, staff recommends changing the date of the second meeting in May to either May 21, 2012 or May 29, 2012. After a brief discussion, Councilmember Yehle moved to change the date of to second City Council meeting in May from May 28, 2012 to May 21, 2012. Councilmember Johnson seconded the motor. MOTION PASSED. Ayes: Fry, Sample, Johnson, Yehle Noes: None Absent: Heathcoa 9. Consent Agenda All Consent Agenda items listed are considered to be routine by Me City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council member requests in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda.
