AN ORDINANCE RECOGNIZING AN EMERGENCY CAUSED BY DUMPING OF
CANS, GARBAGE, CUTTINGS, TRASH, ETC. ON VACANT PROPERTY; PROHIBITING
THE DUMPING OF CANS, GARBAGE, CUTTINGS, TRASH, ETC. ON VACANT PROP-
ERTY IN THE CITY; PROVIDING A PENALTY FOR VIOLATION HEREOF AND AN
EFFECTIVE DATE,;- PROVIDING A SAVINGS CLAUSE AND FOR REPEAL OF ALL
ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

BE IT ORDAINED BY THE CITY COlYlMISSION OF TEE OITY OF WEST
UNIVERSITY PLACE, TEXAS:

The City Commission recognizes that an emergency exists
creating the necessity for the passage and enforcement of this
ordinance for the reason that the dumping and placing of cans and
other receptacles capable of holding liquids and of inflammable
materials on vacant lots and parts of lots within the City creates
a health menace and fire hazards, the stoppage all of which is
essential to the health, welfare and comfort of the ci tizensof
this City.

From and after the effective date of this ordinance, it
shall be unlawful for.any person or persons to deposit, throw;
leave, dump o~ place any can, barrel or other receptacle capable
. of holding any liquid, or any refuse, garbage, hedge cuttings,
lawn cuttings, tree cuttings, trash, lumber or any other material
or materials upon any vacant lot, lots, or parts or parts of lot
or lots.

The prOVisions of 'this ordinance shall apply to all pri-
vately owned property as well as to all publicly owned property
and property of the City and all other Government units.
IV
Any person and/or persons who violate any provision or
part of this ordinance shall be guilty of a misdemeanor and upon
conviction, shall be fined in any sum. not to exceed One Hundred
Dollars ($100.00).
V
This ordinance shall be effective from and after 'the publi-
cation of its caption as provided by the City charter.

VI
If any part o~ parts of this ordinance shall for any reason
be invalid, such invalidity shall not in any manner effect the
valid parts hereof.

with or with any part hereof are repealed insofar as such con-
flictor conflicts exist only.
