Meeting Minutes
November 10, 2011
MEMBERS PRESENT: David Flame, Denny Powers, Laurinda Lankford, Frank Griffin,
A.J. Durrani, Kris Westbrook, Muddy McDaniel and Kirk Eyring
MEMBERS ABSENT: Richard Wilson
STAFF PRESENT: Building Official John R. Brown, Legal Counsel Jolie S. Lenz
and Permit Technician Josie M. Hayes
GUEST PRESENT: Stephanie Millet, Natalye Appel, Ben Ballanfant, Huiming
Chang, Vernon Tyger and Carolyn Stevens
[Call to Order] David Flame called the meeting to order at 6:05 p.m.
1. Notices, Rules, Etc. David Flame welcomed BSC members, visitors and staff members to the
meeting. There were introductions of BSC members, visitors and staff. David Flame stated Kris
Westbrook would be the alternate voting member.
2. Meeting minutes. Denny Powers made a motion to approve the October 6, 2011 meeting
minutes as amended. Frank Griffin seconded the motion. AYES: David Flame, Denny Powers,
Laurinda Lankford, Frank Griffin and Kris Westbrook. NOES: None. ABSTAIN: None. Motion
passed.
Frank Griffin made a motion to suspend the regular meeting and to go into the hearing mode.
Denny Powers seconded the motion. AYES: David Flame, Denny Powers, Laurinda Lankford,
Frank Griffin and Kris Westbrook. NOES: None. ABSTAIN: None. Motion passed.
Everyone testifying or speaking on any issue was sworn in by David Flame.
3. Docket Number 2011-09, Property at 4153 Oberlin West University Place, Texas 77005
regarding a variance to Chapter 18-65 (c)(1)(2) allowing additional time to demolish a
structure for material reuse by Habitat for Humanity. David Flame asked if the request was
properly filed and notices given. Josie Hayes stated it has been. John Brown stated such requests
have been brought before BSC in the past and there have not been any issues or complaints from
the neighbors. Denny Powers asked how long it took the previous deconstruction variances that
were given. John Brown stated the first one took about six weeks and the second request was real
close to the seven week time limit. Natalye Appel, Representing her parents Tom and Carolyn
Caldwell, stated she has a copy of the proposal to do the deconstruction project that lists the
process. The Caldwell's intentions are to sign that proposal once the variance is approved by
BSC and would be happy to mail it to anyone who would like a copy. Laurinda Lankford asked
if there were any special requirements for fencing and parking that may need to be addressed.

John Brown stated there would probably be more parking since it is a corner lot and a tree
disposition is also required to be submitted to the City Forester to protect the existing trees. John
Brown also stated he has driven by the deconstruction sites during the process and the sites seem
to be fairly neat. A.J. Durrani asked what the normal timeline from the day the demolition permit
is granted to end of the deconstruction process. John Brown stated the current ordinance states
the demolition permit is valid for 60 days, but once the demolition has started, they have 10 days
to finish the demolition. Carolyn Stevens stated a lot of the work takes place inside the structure
before anything is truly visible from the outside. All the fixtures, wood floors, sheetrock removal,
insulation removal, duct work, wire and pipe takes place in a matter of two weeks before they can
start deconstructing the outside of the house. A.J. Durrani asked how many workers are normally
at the jobsite and what the noise level is. Carolyn Stevens of Habitat for Humanity stated the
number of workers range from two to ten workers at one time depending on the phase. She also
stated there is less noise since the work is being done by hand. The noise from the generator
would be the loudest nose. The people working on the project have about four years of
experience. There was general discussion regarding the parking. Carolyn Stevens stated they
have car pools and normally there are about six vehicles at the jobsite. In the past, they tried to
put as many vehicles as possible inside the gated area so there are less vehicles on the street area.
There was general discussion regarding what happens if the deconstruction takes longer then
allowed. John Brown stated every permit is allowed to be renewed to give them additional time
to complete the project. John Brown stated this request may not take as long as the other previous
ones have because it is only a one-story home; the other two previous requests were two-story
homes.
Kris Westbrook made a motion to close the hearing and resume the regular meeting. Laurinda
Lankford seconded the motion. AYES: David Flame, Denny Powers, Laurinda Lankford, Frank
Griffin and Kris Westbrook. NOES: None. ABSTAIN: None. Motion passed.
Frank Griffin made a motion to grant the variance for an extension of time to allow Habitat for
Humanity to deconstruct the house and that the work meets the City of West University standard
seven weeks from the date of permit issuance and that the entire property be secured by a
minimum 6' tall temporary fencing and the rules of the tree ordinance be adhered to. Denny
Powers seconded the motion. AYES: David Flame, Denny Powers, Laurinda Lankford, Frank
Griffin and Kris Westbrook. NOES: None. ABSTAIN: None. Variance approved.

Denny Powers made a motion to adjourn. Kris Westbrook seconded the motion. AYES: David
Flame, Denny Powers, Laurinda Lankford, Frank Griffin and Kris Westbrook. NOES: None.
ABSTAIN: None. Meeting adjourned at 6:41 p.m.
