CITY COUNCIL SPECIAL MEETING MINUTES
City Council of the City of West University Place, Texas, met in a special workshop on Thursday,
June 30, 2011, in the Municipal Building, 3800 University Boulevard, West University Place, Texas
beginning at 12:00 noon.
Council and staff in attendance: Mayor Fry, Mayor Pro Tern Sample, Councilmembers Heathcott,
Johnson, and Yehle, City Manager Ross, City Secretary Lenz, City Attorney Petrov, Assistant City
Manager/Public Works Director Peifer, Human Resources Director Standorf, Parks and Recreation
Director O'Connor, Police Chief Walker, Fire Chief Falls, Finance Director Daugherty, and IT Director
McFarland.
Notice of the special meeting was duly posted in accordance with the Texas Government Code,
Chapter 551.
CALL TO ORDER
Mayor Fry called the special workshop meeting to order at 12:05 p.m. Agenda item was as follows:
1. City Council Orientation
Matters related to general council orientation, setting goals and objectives, and other related
matters.
Council and staff received an informational binder and City Manager Michael Ross presented a
PowerPoint presentation of the information, which included information on our Home Rule form of
government, web links to the Charter, Rules of Procedures, the Texas Open Meetings Act, and the
Texas Open Records Act. Other information included departmental organization charts and
information, job descriptions of appointed officials, and Council 2007-2011 goals.
After discussing the status of 2007-2011 City Council goals, Council discussed and identified possible
goals for 2011-2013. City Manager Ross stated that he would have the expressed goals on the next
City Council meeting agenda for review, discussion, and approval.
At approximately 3:25 p.m., Council concluded discussions and toured City facilities with staff.
Upon arriving back to City Hall at approximately 5:40 p.m., Councilmember Yehle moved to adjourn
the special workshop. Mayor Pro Tern Sample seconded the motion. MOTION PASSED.
